36C77624Q0103 - PTS IDIQ – Answers to Technical Questions

1.) "The contractor’s quote shall also include their proposed 5-year pricing of labor categories, rates, and number of hours by task. The pricing for both the TO and the IDIQ will be evaluated for price reasonableness. This shall be provided as an additional file of the contractor’s choosing in Volume II. Volume II may be submitted as two files."

Question: How is the Government going to evaluate the IDIQ proposed by the Offerors?

Answer: The initial task order pricing and the 5-year pricing broken out for labor categories, rates, and number of hours will be evaluated for price reasonableness. It is expected the 5- year pricing and detail will be a projection over the 5-year IDIQ.

2.) “The contractor’s quote shall also include their proposed 5-year pricing of labor categories, rates, and number of hours by task.

Question: With regards to ‘hours by task’, since this TO-based, wouldn’t the TO dictate how many hours required for each task rather than at the IDIQ level? If not, can the Government provide clarification/guidance on this requirement?

Answer: Yes, the initial task order pricing broken out by labor categories, rates, and number of hours will be evaluated for price reasonableness.

3.) The instructions state to complete “Column O” of the provided Price Schedule spreadsheet provided in Attachment 3 and no other changes should be made (Evaluation of Offers, Section 3 - Price) The language also states that the Government will evaluate offers based on adding together all of the line item prices from the Price Schedule spreadsheet.

Question: Does the Government want the offeror to sum up the unit prices in the Price Schedule spreadsheet?

Answer: No sum of Column “O” is required. This specific line item based file format is now required to coordinate with the VA Electronic Contract Management System (eCMS).

4.) Question: Please confirm that the government will provide access to the required systems to complete the work identified in the IDIQ and issued Task Orders (i.e., ELMT, GREX, etc.,).

Answer: Yes, access for these systems will be provided.

5.) The instructions state that the Offeror’s quote shall also include their proposed 5-year pricing of labor categories, rates, and number of hours by task.

Question: Should the unit prices included in Column O of the provided Price Schedule directly correlate to the rates for the labor categories?

Answer: Yes, the unit prices from Column O directly correlate to the first year of the 5-year pricing labor categories, rates, and number of hours that will be evaluated for price reasonableness.

6.) Question: Does the Government require a detailed level of effort by labor category to justify the unit prices listed in Column O?

Answer: Yes, and this will be provided in a 5-year pricing file of the Contractor’s choosing. The first year pricing of the task order, labor categories, rates, and number of hours will be the line items priced in Column O.
