About this file

This document is a justification and approval for other than full and open competition for a federal contract opportunity issued by the Department of Veterans Affairs. The Department of Veterans Affairs requires an existing, commercial, off-the-shelf, web-based electronic journal collection from Oxford University Press to be provided to VA sites on its network. The collection must include subscriptions to eight specified medical and health sciences journals, with unrestricted simultaneous access and no embargo period. As Oxford University Press is the only authorized provider that can meet these requirements, this non-competitive procurement is justified under the brand name exception to full and open competition requirements. The related federal contract opportunity is a small business set-aside solicitation from the VA Technology Acquisition Center Austin seeking the Oxford Journals Subscription.
