DESCRIPTION
See attached document: Updated submission requirements.
The purpose of this amendment is to answer the technical question below and to provide updated submission requirements in the attached PDF.
Technical Questions:
Question: Factor 2 – Specialized Experience and Technical Competence states that projects must be 100% design complete and “substantially completed in construction.” The following sentence states projects “not bid for construction could result in a lower rating for this project.”
Can the VA please clarify this requirement? Is the requirement simply that projects must be awarded for construction or what is considered “substantially completed in construction”?
Answer: We encourage the A/E’s to submit projects that have completed construction by a construction contractor. This is so we know that the design has been fully tested. If they submit projects that they have designed but have not constructed, we will grade these projects lower.
Question: Page 6 of 9 states that PPQs will be counted towards the page limitation for this submission, while page 8 of 9 states CPARS will not count as part of the page limitation. Since
PPQs may be submitted if CPARS are not available, we believe the requirement should be the same as far as whether they do or do not count as part of the page limitation. Could you please confirm whether PPQs/CPARS will or will not count towards the 35-page limit?
Answer: The page limit is going to be increased to 50 and PPQs and CPARS will be counted toward the page limitation. An updated submission instruction page has been attached.
