SPECIAL NOTICE – NOTICE OF INTENT

Maslach Burnout Inventory™ 36C77623Q0485

The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) National Center for Organization Development (NCOD) requires the Maslach Burnout Inventory™ to be provided by Mind Garden, Inc.

Program Contracting Activity Central (PCAC) intends to solicit Mind Garden, 707 Menlo Ave STE 120, Menlo Park, CA 94025. The Department of Veterans Affairs (VA) is dedicated to providing Veterans with world-class services. As we define new and better ways to serve, our ability to achieve intended outcomes depends on how well we engage employees in these efforts. “Burnout” is a multifaceted type of job stress where an individual experiences physical, emotional, or mental exhaustion along with doubt about the value of contributions at work. Unfortunately, employee burnout can negatively impact intended outcomes for Veterans – with unintended consequences such as employee apathy, callouts and turn-over. Giving employees the ability to respond to and gauge their level of burnout provides an opportunity to address potential issues and problems before they become a reality.

Mind Garden shall provide continued access to the Maslach Burnout Inventory™.

The NAICS code for this procurement is 518210 and the Small Business Administration Size Standard is $40.0 million.

The authority permitting a sole source acquisition is FAR 6.302-1, "Only One Responsible Source and no other supplies or services will satisfy agency requirement.”

Market Research was conducted, and it has been determined there is only one responsible source that can fulfill the Governments need. According to market research conducted, the proprietary Maslach Burnout Inventory™ can only be provided by Mind Garden, Inc. There are no resellers of the required materials.

This notice of intent to sole source is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes itself capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.

Submittal Information:

Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company’s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address.

Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice. Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided.

Responses shall be submitted via email by Thursday August 24th, 2023, at 10:00AM Eastern Time to the contract specialist, Charles McKenzie (Charles.mckenzie@va.gov). No phone calls will be accepted.
