About this file

This document contains answers to technical questions regarding a federal contract opportunity to construct a new parking structure at the Loma Linda VA Medical Center in California. Key details include that the project involves constructing a new parking garage with mechanical systems including fan coil units and exhaust fans that will operate independently without connecting to the site-wide building automation system. Telecommunications conduits and cabling will route from an adjacent outpatient pharmacy building to the new parking structure. Aggregate piers will be installed at a minimum 30% coverage ratio to improve soil conditions and increase allowable bearing pressures for the new structure. Perforated metal panels and wire mesh panels will have distinct designs. Card readers will be installed at four doors and emergency phones located at stairwells. No CCTV system, EV chargers, or security requirements beyond card readers and emergency phones are included in the scope of work. The related solicitation is for the construction with a release date of January 13, 2023 issued through the VA Technology Acquisition Center in Austin, Texas.

Pre-Bid RFI - A/E Response

Item

# Reference VA Comments AE Response

1 M-401

Mechanical Plans M-401 show three split fan coil systems and two exhaust fans. No control diagrams are provided. Please confirm that these systems will operate in a stand-alone fashion and shall not be connected to the site-wide building automation system? Correct - these will operate in stand alone fashion.

2 31 63 30

Spec 31 63 30, Section 2.2, that only Geopier, Keller, and Terra are allowable installers. Would other installers be allowable?

Other installers may be allowable. Installers shall meet all requirements of the specifications.

3 E-502

Page E-502 Please provide the T plans and conduit pathways for the

Detail 7 requirements they seem to be missing.

All telecommunications work is shown on the E sheets. All cabling serving the parking garage will be sourced from the adjacent outpatient pharmacy building B20. Existing TR in B20 is in the northern part of the building. Contractor shall route conduit and cabling from B20 to the new parking garage and terminate conduit and cabling inside the new parking garage TR. Provide the hand holes shown on ES101 and provide any additional pull boxes and hand holes required to get from B20 to the new parking garage TR.

4 ES101

On site plan ES101 it only shows (2) new U/G handholes for telecom but on Detail page E-502 detail 7 on the riser diagram it shows (4) new U/G handholes and also references Detail 9/T-502 in the notes. Is there a set of T drawings on this project?

All telecommunications work is shown on the E sheets. The T should be E in note 6. So it should read 9/E-502. Provide the hand holes shown and any additional pull boxes and hand holes needed to get conduit and cabling from B20 (Outpatient

Pharmacy) to the new parking garage TR.

For the Perforated Panels – Can the VA give us the thickness of the

Aluminum - Sheet sizes if possible. Size of hole and center spacing?

This panel design is a complete design solution suggested by the contractor including the nmounting devises and structural system per the specifications.

Is it possible to substitute the wire mesh panels for perforated panels so it all matches?

No, the intent is for the two systems to be different. I do not want them to look the same.

Please provide the Geotechnical Report for the project. This is required for the aggregate piers. See attached.

8 31 63 30

It appears that the intent of the aggregate piers is to limit the settlement/increase the allowable bearing pressure of the new parking structure. Are the tests detailed in Specification Section 31 63 30, Part

5.2 to Part 5.4 the only tests that will be accepted to prove ground improvement? These tests are not compatible with our proposed installation method and will therefore not be performed as part of the installation of the aggregate piers. Please confirm if omitting these tests is acceptable. The incompatible tests at depth could be replaced with additional modulus testing if preferred. No other tests will be accepted.

9 31 63 30

The minimum aggregate pier area coverage is 30% per Specification

Section 31 63 30, Part 3.1. Coverage for aggregate piers is typically 8% -

12%. Please confirm the intended replacement ratio?

The minimum aggregate pier area coverage shall be 30% as specified in section 3.1.

Given that the Geotechnical Report has not yet been made available, to allow for adequate time to review all needed documents we request the bid date be pushed at least 2 weeks. Apogee resent the geotechnical report to the VA to be attached.

11 Please provide the pre-job sign in sheet. VA to provide.

12 A-102A

The Price/Cost Schedule Document item number 0002 for the Deductive

Alternate references sheet A-102A. Please provide that drawing.

There is no A-102A, the alternate sheet, which is in this set, is A-

103A.

13 E-101

Please provide circuiting information for fixture “H” shown on exterior of structure on sheet E-101.

Info on Fixture type H is found on the luminare schedule on

Sheet E-601.

Per specs and drawings there are no EV chargers and additional switchgear to support them in the information provided. Please confirm that they are not required. No EV chargers are part of the project.

Can the VA please confirm the electrified Lock Hardware will comply with the VA Physical Security handbook? The handbook requires an

Electrified Mortise lock be installed. Can you please confirm this the specified lock hardware for the (4) Card reader door locations? Can you please confirm if the door will have a continuous electrified hinge? Can you please confirm if the standard for the facility is Best Lock hardware?

Hardware as specificied will meet PSRDM. Card reader locations as shown. See specifications.

Can the VA please confirm there are no requirements for CCTV or

Emergency Phones within the Parking Structure? There is reference to the Division 282300 within the specification, but there are no devices shown on the bid contract drawings.

No CCTV system is part of the project. Emergency phones are at the stair locations as shown on E-402.

17 Div 26 specs

In spec sections states 26 05 33 – 8 Conduit: Rigid steel, IMC, or EMT.

Do not install EMT in concrete slabs that are in contact with soil, gravel, or vapor barriers. & 26 05 33 -9 Unless otherwise indicated on drawings, exposed conduit is only permitted in mechanical and electrical rooms. Is it acceptable to use PVC or Electrical nonmetallic flex PVC in place of these in the deck?

All conduit is to be surface mounted at the underside of concrete slabs. No conduit is to be installed in the concrete slabs or beams.

18 Does the VA have a Preferred Security Vendor? VA to confirm.

Can you please confirm there are no requirements for Physical Access

Control, CCTV or Intrusion devices within the Parking Structure? There is reference to the Division 281300, Division 282300 within the specification, but there are no devices shown on the bid contract drawings.

Cards readers at select doors as shown on E-401.

No CCTV or intrusion devices.
