| Please Provide Scope of Work. |
| There is no separate scope of Work document for this procurement, it is not required when we have 100% specifications and drawings. A brief synopsis has been provided as follows: The Muskogee VAMC is seeking a general contractor to : Provide all required labor, material, equipment, site investigation, and phasing to perform renovation as called out in contract documents, design drawings and specifications for the EHRM Admin. And Training Spaces project. Renovation includes mechanical work, specifically two areas with HVAC replacement. The renovation includes 10 rooms which are to be remodeled for use for EHRM training classrooms. The design and required renovation for each room is contained with the design drawings, schedules, and specifications. Firms shall be properly licensed and bonded to perform general contracting work in the State of Oklahoma or have equivalent licensing and be approved for such work by the Veteran’s Administration. Project includes compliance with hospital rules including general hospital, construction, safety, ICRA, traffic, and parking. |

Yes, ceilings are existing and would not be considered “new construction.”

| Sheets A4.00 pictures 1 and 5 and A4.01 pictures 1 thru 4 shows the ceilings need repaired and painted, is this work required? |
Maybe not by code but the existing walls are plaster over a very rough clay tile so if these stairs are used for egress, we would highly recommend that the plaster be repaired to match

| Who is the existing Fire Alarm manufacturer and who is the contractor servicing it at the VA? |
The VA has onsite maintenance electricians to maintain fire suppression systems. Several fire alarm manufacturers have produced various alarms that have been installed at the VA over the years of operation. For example, the VA recently purchased an Intelliknight control panel with existing advance alarms’ fire alarms, on an unrelated contract.

| Verify that the Owner will be responsible for removing ALL equipment, unbolted furniture, personal effects, etc from the affected areas prior to construction |
All government personnel that occupy such areas, as well as their personal effects, shall be relocated at the contractors written request. All such requests shall be made at least 14 calendar days in advance of the project area start of construction. All requests are subject to CO, COR, or Project Manager approval. All physical labor required to move any furniture, artwork, or other non-personal items from the space shall be the responsibility of the contractor. All such items shall then be reimposed by the contractor. All work shall be inspected by the COR and completion shall be determined by the CO, COR, or Project Manager.

| We understand that the Government intends to award a lump sum contract for this Task Order. The construction industry continues to experience significant cost volatility in nearly all commodities that cannot be anticipated. Subcontractors are receiving unforeseen increases in material costs from their suppliers, sometimes on a weekly basis, that can be as high as 10% or more. How is the Government going to accommodate the current price escalation being experienced in the marketplace with regards to commodities such as wood, steel, plastics, etc? Can an Equitable Price Adjustment (EPA) per contract length as one of the Defense FAR Supplement (DFARS) 216.203-4(1)(ii) clause be added to the RFP? |
| Bidders are advised to anticipate the impact of price escalation when submitting their bids. An Equitable Price Adjustment clause will not be added to this IFB. |

| The construction industry continues to experience significant volatility, resulting in material lead time delays, in nearly all commodities that cannot be anticipated. Subcontractors are receiving unforeseen increases in material delivery durations from their suppliers. How is the Government going to accommodate the current extended lead times and material manufacturing and delivery delays that are occurring in the construction industry? |
The extended lead times and material manufacturing and delivery delays have been considered and taken into account when the design was completed and the construction performance period was determined. If the market changes further during construction we include a clause to account for excusable delays that happen and are beyond the control of the contractor.

| If the ACT (acoustical ceilings) grid is damaged would we need to replace as a change order? It is noted that we are to keep the ceiling grid and replace the tiles. Is the ceiling grid to be seismically supported? Do we need to bring up to code? |
This provision was provided to save cost and time. If any contractor would like to deviate from this, provide the information in the contractor bid. All contractor damaged items shall be replaced in kind.

We anticipate opening the interior at each of the rooms within scope of this RFP. Will the Government make the impacted rooms available when coordinated with the Government and end users in advance through the project schedule?
Yes. Contractors should request any closure/outage requests at least 14 calendar days in advance of closure. All requests are subject to CO, COR, or Project Manager approval.

| On drawing G0.01 (8-4-2022) general note 21. it states"work at the discretion of the VA may be shutdown and rescheduled due to critical areas or special needs of patients and staff at no additional cost to accommodate that." In order to ensure equal bidding by all contractors, the VA must quantify how many days of shutdown are to be included in proposals. How many days of VA-driven shutdown are we to include in the bid? |
| In this case, shutdowns are not anticipated. This is specific to inappropriate working, environmental, security, and/or safety hazards the contractor could be responsible for. Please ensure all aforementioned standards are adhered to, as to ensure no such shutdowns are to be forced. |

| On drawing AD1.00 (8-4-2022) keynotes it states ""test & abate materials under flooring and test and abate walls for lead paint." Without performing the Site Investigation and the Hazardous Material Survey, we cannot put a cost to any hazardous material abatement that may be required. Confirm that the base bid is to include the cost of performing the Site Investigation and Hazardous Material Survey only and that any required abatement that is found will be a modification to the contract." |
| The cost of a Site investigation and Hazardous Material Survey should be included in your base bid. On page 28 of the Specifications section 1.6, Paragraph D it states, “ The Contractor shall cost load work activities/events for all bid items including Asbestos Abatement. The sum of each BID ITEM work shall equal the value of the bid item in the Contractors bid. The rooms and materials to “test and abate” were provided by the VA. Working with the VA, it was the intent for the contractor to price abating the asbestos tile and lead paint assuming that it is expected in those rooms and that if they are tested and there was not hazardous material that the VA would get a credit back. See spec sections 02 82 11 Traditional Asbestos Abatement and 02 83 33.13 Lead-Based Paint Removal |

| On drawing AD1.01 (8-4-2022) sheet specific notes 17. It states "Refer to hazardous abatement manual for removal of hazardous material." Please provide hazardous material manual. None was provided in the solicitation documents. |
| It was the intent to use the included spec sections 02 82 11 Traditional Asbestos Abatement and 02 83 33.13 Lead-Based Paint Removal to cover the abatement of those materials found in the project. Delete Sheet Specific Note 17 from Sheet AD1.00 and Sheet AD1.01. |

| On drawings A1.50 & A1.51 (8-4-2022) keynote 09-50 it notes "All ceiling to installed at existing heights." Some rooms show existing height and others dot not. Can you please provide the heights that are not identified? |
| The intent was to just remove the ceiling and reinstall at the same configuration and same height. They are labeled in the auditorium and for building 18 we state to install new ceiling as high as possible in coordination with new mechanical equipment. Most all the ceilings are between 8 and 9’ |

| On drawings A1.51, A4.00 & A4.01 (8-4-2022) keynotes 02-35 states ""remove damage plaster as required at walls and ceiling through stair area, re-plaster as required, sand and paint walls and ceilings to a final finish."" Confirm that the plaster removal only limited to these areas and that any additional damage found at these areas would be a change in the contract. |
Yes, our intent was that these drawings and the ceiling plan would show the areas in the stairwells that needs the noted repairs. The keynotes only reference plaster in the stairwells. If there is damaged plaster outside these areas that may have to be addressed as an unforeseen condition. Where the plaster is in good shape, the paint spec should cover any surface prep required for getting ready to paint.

| On drawing P1.00 (8-4-2022), it states " demolish existing sink and associated piping back to main and re-route domestic hot and cold water piping to new sink location." The location of the main is not indicated on the plans. What is the distance to the main? |
On sheet P1.00 Detail 3 delete the note and replace with this text. “REMOVE EXISTING SINK AND ASSOCIATED SANITARY PIPING AND VENT PIPING AND MAKE MINOR MODIFICAITONS TO PIPING AS NEEDED FOR CONNECTION TO SINK VENT PIPING”.
