About this file
This document contains revised answers to questions regarding a federal solicitation for activation services at a Department of Veterans Affairs medical facility. The solicitation involves furniture procurement and installation for 29 packages totaling an estimated 40 deliveries at new mental health inpatient and outpatient sites in Long Beach, California. The mandatory VA Furniture IDIQ contract will be used to order and store furniture for up to 30 days, with potential extensions if construction delays occur. The awarded contractor will be responsible for receiving, offloading, and staging all furniture deliveries on site for installation, and must coordinate and oversee the installation process. Specific furniture manufacturers are not yet identified as the packages have not been awarded. The document clarifies installation responsibilities between the furniture and activation contractors.

Revised Answers to Questions:
Question #4. Original: Is the government going to use the mandated VA Furniture IDIQ for all furniture? If yes is it not a requirement to have the furniture vendor warehouse all the furniture?
Answer: Yes. The furniture vendor only stores the furniture for 30 Days per the Furniture IDIQ contract. Due to various delivery and installation dates, storage may be needed for some furniture and items for a longer time which exceeds the 30 day of the Furniture IDIQ and will require IOT&A contractor warehousing.
Question #4 Modified: Is the government going to use the mandated VA Furniture IDIQ for all furniture? If yes is it not a requirement to have the furniture vendor warehouse all the furniture?
Modified Answer: Yes the mandatory furniture IDIQ is being used to order and store furniture. If there is a slip in the construction schedule, we will modify the furniture order to extend the standard 30-day warehousing.
Additionally, the IOTA contractor must be onsite to receive and offload all furniture deliveries to the new sites and to move deliveries into the buildings for staging and installation. There are currently an estimated 29 furniture packages planned with an estimated 40 separate deliveries. PWS Warehousing Section 15.3 has been updated to delete the requirement that all furniture deliveries are to be delivered to the IOTA provided warehouse.
Question 12 Original: Page 19 bottom of page- I am confused if the VA did the packages and awarded the contract would that not be part of the scope? How is it the responsibility of the IOTA contractor unless installation was not part of the furniture contract? If installation is part of the IOTA contact, please provide the manufacturer of the awarded furniture so that we can get certified installation quotes.
Answer: Installation is not part of the furniture procurement awards. See FF&E for manufacturer/product detail.

Modified Answer: Installation is not part of the furniture procurement awards. The purpose of the installation responsibility on the IOTA contractor is to have continuity and control of all installations and scheduling. The IOTA contractor is to coordinate and oversee installation.
