Notice of Intent to Sole Source Moodle Hosting and Support

RFI: 36C77622Q0254

The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agency requirements.”

The VA intends enter into a contract with Remote-Learner to provide Moodle Hosting and Support e-learning software for health informatics training courses for VHA staff. This acquisition is highly specialized in that the Moodle-based Learning Management System (LMS) content is currently hosted by Remote-Learner and professional certification courses are currently in progress that must not be disrupted by a change in the hosting service vendor. This requirement supports workforce development efforts to deploy national training programs to Veterans Affairs (VA), Department of Defense (DoD) and Indian Health Services (IHS) and other affiliated staff. The training programs are designed to feature interaction and collaborative learning, including content creation, and uploading, grading; discussion forums; messaging tools; assignments; quizzes, assessments and surveys and monitoring of users' online activity not available through the existing Talent Management System (TMS). This coursework is deployed via an online open-source platform called Moodle (Modular Object-Oriented Dynamic Learning Environment), in a hosted environment. Although there are other Moodle-certified Partner vendors capable of hosting Moodle-based LMS content (Moodlerooms, Inc., A2 Hosting, iPage.com, InMotion Hosting and Siteground.com), the process of transitioning ongoing, live course content requires numerous, complex actions and entails unacceptable risks (qualified hosting vendor, disruption of service, transfer of content and connectivity, etc.).

The NAICS code for this requirement is 519130.

This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
