PRESOLICITATION NOTICE –Initial Outfitting, Transition, and Activation Services in support of the Hampton VA Medical Center (HVAMC) Health Care Center #1

100% SDVOSB SET ASIDE

This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Hampton VA Medical Center (HVAMC) Health Care Center #1 (HHC 1). This requirement supports VHA's mission by providing contractor support services to help bring the clinic into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (30) thirty months.

The Hampton VA Medical Center (HVAMC) project will facilitate a lease/Construction of a new Health Care Clinic in Chesapeake, VA features approximately 196,000 SF and 1050 additional parking spaces. This project would supplement the existing, undersized Chesapeake and Virginia Beach Community Based Outpatient Clinics (CBOC) and decompress the medical center. This project expands primary care and mental health with capacity for basic specialty care. The Day One projection date is August of 2024. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:

1) be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and

2) meet the small business size standard for NAICS 541614.

The solicitation is anticipated to be posted on Contract Opportunities for download on or about February 1, 2022. Anticipated closing date of the solicitation will be February 25, 2022. Solicitation initial posting date and the closing date are subject to change as necessary.
