Attachment 1 – Answers to Technical Questions - 36C77622Q0093 - EEF IDIQ

Can the government please confirm that the offerors should only submit the information listed below?

1. A five-year IDIQ Labor Category and Rate Schedule (NOT hours for tasks that may be included under future task orders)

Answer: Hours are not needed for the list of potential future tasks.

2. Completed attached Firm Fixed Price Schedule for the initial task order.

The IDIQ PWS document states that “the contractor’s task order quote shall include their proposed labor categories, rates and number of hours by task, together with associated delivery dates and sub milestone dates (if any), and proposed personnel résumés. The contractor shall include in each quote the résumés for all proposed professional and/or technical personnel who will perform the tasks in the task order. Résumés are not required for clerical personnel.” Should the offeror provide resumes for only the Task Order 1 task or for the entire listing of potential tasks? If so, would these resumes be included in the overall 50 page count?

Answer: There is no page limitation for any submission, only a 4MB file size limitation for Volume I.

3. The instructions state “The Vendor’s quote must include a summary description of at least three but no more than five prior contracts/orders per team member/sub-contractor for projects completed within the last five years with organizations with similar mission and functional domains, and of comparable size, complexity and scope.”

Can the government please confirm that offerors may submit three to five prior contracts per team member? For example, if a team is comprised of three companies, the team can submit up to 15 prior contracts for consideration?

Answer: Yes

4. The instructions state that for the past performances submitted “The contractor must indicate whether they were the prime contractor, sub-contractor or other teaming arrangement. Prime shall indicate which aspect they are directly responsible for of this requirement.”

Does “prime” in the second sentence refer to the prime contractor submitting the current bid to OAEM?

Or, does it indicate that, if a contractor was the prime on a submitted past performance, they should note what they were directly responsible for in the past performance?

Answer: If a contractor was the prime on a submitted past performance, they should note what they were directly responsible for in the past performance.

5. In the IDIQ PWS there is a task listed: “Complete assessments of VA buildings for sustainable buildings certifications through site visits.” Can the government please confirm that this bullet aligns with the task described in the Task Order 1 PWS: “Task Two: Provide Guiding Principles assessment and certification services for 100 existing VA buildings nationwide”?

Answer: Yes

6. PWS – Part B (TO 1) The PWS for TO1 refers to the “contractor’s assessor.” Does the government anticipate a single assessor being utilized for all sites?

Answer: Does not need to be one assessor, but contractor should ensure consistent assessments.

7. PWS – Part B (TO 1) What building attribute data sets will be available to support the sustainability assessments?

Answer: Energy use data and various energy/sustainability policies will be made available. All documentation necessary will be made available as well as opportunity for visual inspection.

8. PWS – Part B (TO 1) Deliverable 4 - Are the building counts of the North Carolina VAMCs VA’s grandfathered sustainable buildings accurate. Conversely, are building counts of the other VAMCs accurate?

Answer: VA has a list of all of its certified buildings.

9. PWS – Part B (TO 1) Provide Guiding Principles assessment and certification services for 100 existing VA buildings nationwide.

Will the government provide the list of 100 buildings/facilities targeted for the assessments with square footage information (similar to the list of the grandfathered facilities)?

Answer: This list will be developed and provided after award.

10. PWS – Part B (TO 1) Task # 2/Deliverable # 6 & 6m The contractor shall provide a web-based briefing, not to exceed two hours in length, to VA facility POCs and central office representatives within 21 calendar days after the COR approves the Guiding Principles assessment protocol. M) The contractor shall hold, at a minimum, two briefing sessions to accommodate VA schedules.

Please confirm that the government does not intend for both the webinar sessions to be held within 21 calendar days and on the same day?

Answer: The first webinar should be held by this deadline. Second can be held at a later date to accommodate schedule conflicts.

11. Is there a specific format/template to use for the “proposed labor categories, rates and number of hours by task, together with associated delivery dates and sub milestone dates”?

Answer: No. Please provide proposed labor categories and rates for Part A, and complete the Pricing Schedule for Part B.

13. Is the “Price” just for the specific PWS elements of Part B as delineated in the “Pricing Schedule” document?

Answer: Yes.

13. At what point will we provide pricing for the other PWS elements of Part A that are not included in Part B?

Answer: There are no specific deliverables identified beyond Part B.

14. On what should we base the “associated delivery dates and sub milestone dates (if any)”? Are the delivery dates and sub milestone dates only for the Part B PWS items, or for all Part A PWS items? If they include the Part A PWS items, is there a proposed schedule for when these items will be ordered so that we can provide the “associated delivery dates and sub milestone dates”?

Answer: There is no specific deliverables identified beyond Part B.

15. Page 5 of 10 indicates that the “Price” shall include “proposed labor categories, rates and number of hours by task, together with associated delivery dates and sub milestone dates”. Answer: : Return the Pricing Schedule for the Task Order Deliverables, and include your “proposed labor categories, rates and number of hours by task …” and “five-year IDIQ Labor Category and Rate Schedule” in Volume II as a separate spreadsheet. There are no tasks for the IDIQ portion.

17. If there is no template for one or both of these (“proposed labor categories, rates and number of hours by task …” and “five-year IDIQ Labor Category and Rate Schedule”) requested items, could you please clarify what specific information you would like to receive in addition to the “Pricing Schedule” document?

Answer: Return the Pricing Schedule for the Task Order Deliverables, and include your “proposed labor categories, rates and number of hours by task …” and “five-year IDIQ Labor Category and Rate Schedule” in Volume II as a separate spreadsheet. There are no tasks for the IDIQ portion.
