About this file

This document contains questions and answers from potential vendors regarding a Library Subscription Indefinite Delivery Indefinite Quantity (IDIQ) contract opportunity with the Department of Veterans Affairs. Key details include:

  • The IDIQ is for a period of 10 years to provide library subscription services and resources to two VA offices - the Office of Health Information located in Washington, D.C. and the VACO Library. Revised attachments provide additional details on subscription titles, formats, and pricing for base years and option years.

  • Questions from vendors seek clarification on subscription line item details, pricing terms, incumbent titles, and addresses for account information. The answers indicate that print materials may not be needed but were included in case required, and provide location details for the offices receiving resources. The start date for the IDIQ is hoped to be in November 2020.

  • Additional information is requested from vendors to provide quotes for specific databases from EBSCO including confirmation of format and customer. Pricing should be provided for all titles listed in the attachments regardless of available format.

Text version

1. On the Attachments F & G: Can you give more description of each CLIN ? Subscription title or package name, format & publisher name? The revised Attachment B, F & G should alleviate this question

2. On the Attachment F & G, are there any titles/packages that have specific tiers ? Refer to revised Attachment B

3. On the Attachment F & G, when we give the FY21 - FY31 fee/price, will we be held to that same fee/price when we’re submitting task order quotes ? We understand that publisher pricing may differ in out years, so we will not hold you to that price when requesting task order pricing

4. Can you provide a clean Attachment B list with the already awarded titles from 2020 taken off ? This IDIQ is for 10 years, so we will not take off already awarded titles in FY20, because we could need them in the future against this IDIQ.

5. Please confirm the number of sites that will be viewing the subscriptions? Is it just the two Office of Health Information (OHI) offices: LNO and VACO Library ? Yes

6. What addresses are getting print material? We don’t really have any getting printed, but included the verbiage just in case.

7. You list "VALPAC" as a subscription. As we understand it, this stands for "Veterans Affairs Libraries Public Access Catalog". Library Systems & Services, L.L.C. Do you need us to provide a quote for this or can you send us a copy? The revised Attachment B no longer includes VALPAC.

8. Natural Medicines Comprehensive Database Subscription-Per email from your account manager lori.patik@trchealthcare.com, this is not due to renew until 2022. Due to this fact the pub will not provide us a quote unless they receive permission from their contact at the VA. Please advise how you would like us to proceed. The CO is the VA authority, not their VA point of contact and therefore we authorize them to provide quotes if it’s possible.

9. We found “ILS” listed as a CLIN on attachment F & G, but did not see any mention of ILS on the other attachments. Can you please advise if the VA needs the BOA holders to integrate with an ILS and if so, which one? The revised Attachment B no longer includes

ILS.

10. What address should we provide to publishers for the LNO and VACO in order for them to look up your accounts for renewal quotes? I’m not sure what address was used for award, but LNO is located at 810 Vermont Ave., Washington and the Contracting Office is located at Department of Veterans Affairs Program Contracting Activity Central 6150 Oak Tree Blvd, Suite 300 Independence OH 44131

11. Please confirm start date is 1/1/2021 for rest of IDIQ. We hope the start date of the IDIQ will be sometime in November 2020.

12. Per our conversations with EBSCO for their databases CINAHL, Rehabilitation Reference Center, and Social Work Reference Center. We need the following information in order to provide you a quote; 1. EBSCO notated that the central VA office purchases CINAHL plus with full text for all sites but some VAs choose to upgrade on mailto:lori.patik@trchealthcare.com their own to CINAHL Complete. Is the CINAHL product requested for CINAHL Complete? See revised Attachment B 2. Is this quote for Beverlee Hall at the Washington DC VA? No

13. For the titles under “various” on Attachment B that do not have a specified format, what is your format preference for these titles? Please provide pricing for all titles under each CLIN on Attachment F & G

14. When asked for print plus online, if online only available is that preferable format? Yes
