A.1 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Capability

SDVOSB

Price

Technical and past performance, when combined, are less important than price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Any Un-Acceptable technical rating and the quote will be removed from further consideration. Price will be evaluated based on the total aggregate cost of the schedule of items listed.

C. Evaluation Approach All Offerors are advised that, in the interest of efficiency, the Government reserves the right to conduct evaluations in the manner that it feels is the most effective in determining best value. Specifically, for this requirement, the Government will first rank the total proposed price of each quote from lowest to highest. Thereafter, the Government will evaluate the technical proposal of the lowest priced quote only. If the lowest priced technical proposal is determined to be rated as Acceptable, the Government may make award to that Offeror without further evaluation of the remaining Offerors’ technical quotes. If the lowest priced quote’s technical proposal is determined to be rated Un-Acceptable, then the Government will evaluate the next lowest priced technical quote, and so forth and so on, until the Government reaches the lowest priced technical quote that is determined to be technically acceptable. The Government does not intend to hold discussions for this requirement, and Offerors are advised to provide their best price with their initial quote.

D. Options:

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by adding six months of the Offeror's price for the last potential period of performance under this contract to the Offeror's total price. In this case, the Offeror's total price for the purpose of evaluation will include the base period, one option period, and an additional six months of the last option period. Offerors must price only the base and option periods specified in the contract line item numbers (CLINs) and shall not submit a price for the potential six-month extension of services under FAR 52.217-8. The Government reserves the right to exercise the option under FAR 52.217-8 before the end of any of the contractor's performance periods. Evaluation of options shall not obligate the Government to exercise the option(s).".

The Government intends to evaluate Quotes and award a contract without exchanges with offerors. Therefore, each initial offer should contain the offeror's best terms from a cost or price and technical standpoint. However, the Government reserves the right to conduct exchanges if later determined by the contracting officer to be necessary.
