SPECIAL NOTICE – NOTICE OF INTENT
FULD Immersion Workshop 3677621Q0113
The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Nursing Services (ONS) requires Helene Fuld Health Trust (Fuld) National Institute for Evidence-based Practice (EBP) in Nursing and Healthcare Immersion Workshops to be provided by The Ohio State University (OSU) College of Nursing EBP faculty for VA clinicians on the development and implementation of EBP strategies and processes for nursing staff within VA. providers simultaneously from across the country per virtual training session on the development and implementation of EBP strategies and processes for nursing staff within the Department of Veterans Affairs.
Program Contracting Activity Central (PCAC) intends to solicit OSU, 1590 N. High St., Suite 400, Columbus, OH 43201. The VA, through ONS, works towards transforming healthcare delivery by incorporating EBP models across the VA. This transformation requires nursing personnel from all healthcare settings from across the country to be trained on executing this model of care.
OSU shall provide for the following:
1.1 Task One:
Provide eight (8) 2-day Leadership Evidence Based Practice Training Workshops for Associate Director Patient Care Services (ADPCSs), Veterans Integrated Service Network (VISN) Quality Nurse Managers (QMOs) and VISN Chief Nursing Officers (CNOs).
5.2 Task Two:
Provide eight (8) 5-day Evidence Based Practice Immersion Training Workshop for 90 participants or two 5-day sessions for 45 participants. These sessions will be conducted virtually from Ohio State University. Each of the trainings will be live streamed to up eight (8) VA Medical Centers per session to create a virtual simultaneous learning environment.
The program content of the 5-day training is to be identical to the OSU hosted EBP Workshop training and include:
· Introduction to EBP
· Making the case for EBP
· Assessing your organizational culture
· Clinical Inquiry and PICOT questions
· Mentored EBP project work
· Understanding research methods
· Effective searching for evidence
· Search strategies and techniques
· Introduction to critical appraisal of evidence
· Critical appraisal; systematic review
· Critical appraisal; facilitated breakout sessions
· Evaluation and synthesis of evidence
· Managing your Bibliography
· Integrating evidence into decision making
· Understanding, measuring, and evaluating outcomes
· Communication styles (DiSC)
· The Mentor Track | The Leadership Track | Faculty Track: Sessions
· Creating a vision for EBP
· Dissemination of EBP projects
· Dreaming past the possible
· Putting it all together
· Presentation ceremony
· Closing remarks
The Leadership course content will consist of condensed presentations for these topics that will be oriented to the role of leaders in supporting and expecting EBP.
Deliverables:
1.1.1 Eight (8) 2-day Leadership Evidence Based Practice Training Workshop
5.2.1 Eight (8) 5-day Evidence Based Practice Immersion Workshop Training for up to 90 clinicians OR two sessions for up to 45 clinicians each
5.2.2 Thirty-seven (37) Continuing Education Credit Hours for each participant upon completion of the program
5.2.3 Access to the electronic resources presented at the workshop
5.2.4 Access to The Ohio State University Library resources for one year after training concludes.
5.2.5 Lifetime access to monthly immersion reconnect webinars, EBP listserv membership, access to EBP resources
5.2.6 Collaborative formal evaluation of immersion outcomes
5.2.7 Educating selected VA staff to provide follow-up workshops to increase sustainability of education
This procurement is being conducted in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. This training is specific to one contractor; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This training is not available through any other business.
The NAICS code for this procurement is 611430 and the Small Business Administration Size Standard is $ 12.0 million.
This notice of intent to sole source is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes itself capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
Responses to this notice are due on or before Friday, February 12, 2021, 1:00 pm ET to this procurement’s contract specialist, Benjamin Niznik, at Benjamin.Niznik@va.gov.
Submittal Information:
Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company’s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address.
Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice. Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided.
