DISCLAIMER
This notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this notice that is marked as proprietary will be handled accordingly. 1. Title of Contract: TELEVISION STUDIO SET REPLACEMENT/REFRESH
2. Background: The VHA Employee Education System (EES) provides training and education services for VA employees. These services include live broadcast and live-to-tape video programs which originate from the EES television studio located at the Jefferson Barracks VA Medical Center in St. Louis, MO. The TV studio uses multi-purpose modular “sets” of modular/moveable textured walls, decorative panels, columns, valences, and furniture. These modular sets are designed to simulate real-world interior offices, medical exam rooms, class rooms, and newsroom-style settings. Maintaining modular sets in a television studio allows EES to efficiently produce professional broadcasting under conditions of controlled lighting and power, acoustic treatment, and environmental conditions, significantly reducing the need to acquire video in public or clinical spaces.
The current modular studio set components are nearly 20 years old and do not allow the modern “look and feel” required by EES clients. Acquisition of the proposed modern set will provide greater flexibility in design and will expand EES’ ability to produce high quality and visually appealing training video.
3. Scope of Work: The Contractor shall provide all labor, materials, supervision, and other resources required to remove and dispose of the existing studio set as well as design and deliver and assemble a modular/moveable studio set for the St. Louis, Missouri broadcast studio. The 20ft x 20ft x 8ft modular TV studio set to include, but not limited to, modular/moveable walls, decorative panels, valences or soffits, and a curved news anchor desk. Design drawings or sketches shall be provided to the VA for approval prior to set fabrication/refresh. This studio refresh shall not involve any fixed or permanent additions to the existing studio space. The scope of work entails modular studio set pieces & furniture/furnishings that shall be placed within the existing studio space. This refreshed studio set shall provide flexibility to give the studio various ‘looks and feels’ in order to better to match the individual video projects.
4. Mandatory Tasks and Deliverables: The Contractor shall perform the mandatory tasks and provide the specific deliverables described below within the performance period stated in this Statement of Work (SOW). If, for any reason, any deliverable cannot be delivered on time according to the below schedule, the Contractor shall provide a written explanation to the Program Manager (PM)/Contracting Officer’s Representative (COR) three days prior to deliverable due date. This written transmittal shall include a firm commitment of when the work shall be completed. This transmittal to the PM/COR shall cite the reasons for the delay and the impact on the overall project.
The Contractor shall not commit or permit any act that interferes with the performance of work awarded to another Contractor or with the performance of Government employees. The Contractor shall provide minutes from the meeting.
Task 4.2: Set Design - The Contractor shall meet with VA stake holders to discuss visual and physical design elements for the studio set. The contractor shall then provide renderings or drawings of the set floor plan to include elevations, 3D perspective, and component textures and colors. The contractor shall provide up to two revisions of the original drawing set as needed during the VA approval process.
Task 4.3: Set Components Assembly, Delivery, and Installation – The Contractor shall provide, deliver, and assemble a 20ft x 20ft x 8ft modular self-supporting L-shaped studio corner set. Overall design shall include, but not limited to, flat and decorative modular wall panels, columns and/or pillars of light weight material covered with textured material, and 3D wall finishes of faux stone, brick, wave, and/or wood planking. The set shall include counter top knee wall and lightweight soffits with dimmable LED can-style lights. The open frame spaces framed by the wall panels shall be filled with steel framing, textured wall panels, and/or translucent panels as approved by the VA.
