DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:___36C776-19-AP-3312__

1. Contracting Activity:

Department of Veterans Affairs Veterans Health Administration Service Area Central, Procurement Contracting Activity in St. Louis Contracting POC: William J. Singleton, Contracting Officer 4401 D. Meramec Bottom Road St. Louis, MO 63129

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Employee Education System; National Simulation Center, requires a service maintenance contract for three of it’s vital training simulators. The Human Patient Simulator, Vimedix Ultrasound Simulator, and Athena Female Patient Manikin all are costly training instruments that are approaching the mid-point of their functioning viability/expected shelf life. Each simulator is comprised of costly and highly advanced technologies that contain an array of interdependent systems. Keeping all the simulators in service is paramount to meeting Simulation Center mission requirements. It is imperative that a service maintenance contract be put in place to expedite simulator failures/costly breakdown repairs. Delays in getting repair work on the simulators that are deemed out of service for costly unexpected repairs is not a viable option.

The government is requesting service maintenance contract with on additional option year to cover simulator maintenance, repairs, labor parts and shipping, as well as to include loaner simulators for items that must be shipped to original Equipment Manufacturer for diagnostics and repairs for the three CAE Healthcare simulators located at the National Simulation Center.

The proposed total contract cost is estimated to be and will be issued as a firm fixed price contract.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

CAE Healthcare is the manufacturer and sole service provider for the Human Patient

Simulator (HPS®), Vimedix Ultrasound Simulator, and the Athena Female Manikin

Simulator. Only CAE Healthcare is authorized to honor warranties for its simulation equipment and to perform necessary technical services including repairs and preventative maintenance.

3. Description of market research conducted and results or statement why it was not conducted:

Requested from OEM CAE Healthcare of authorized repair and service agents for this requirement. CAE responded that they are the sole provider for all CAE service support and maintenance for all of it’s CAE patient simulators, ultrasound simulators, surgical simulators, and audiovisual systems. In addition, only CAE Healthcare is authorized to perform technical services including repairs and preventative maintenance.

In addition, extensive Google and GSA Advantage research to attempt to identify other potential vendors with ability to provide the government required products. Market research discovered that there are no other sources that could complete this service maintenance requirement.

This acquisition will be synopsized on FedBizOpps as required in FAR 5.2041.

4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. .
