About this file
This is a Justification and Approval (J&A) document for a sole source acquisition with a Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) under VAAR 819.7008/9.
The Department of Veterans Affairs, Mid-South Consolidated Mail Order Outpatient Pharmacy (CMOP) 764, located at 5171 Sam Jared Drive, Murfreesboro, Tennessee 37130, seeks to procure decommissioning services for existing legacy automatic prescription filling systems (APFS). The contractor must provide all labor, materials, supplies, equipment, and supervision necessary to safely and efficiently remove the equipment and supporting utilities, with the goal of returning the space to Tennessee Valley Healthcare System (TVHS) to facilitate a planned Design Bid Build construction project. The contracting activity is 764-26-100 Mid-South CMOP APFS Decommission.
The sole source award is justified under FAR 6.103-2 for unusual and compelling urgency, as other contract delays necessitate rapid completion to prevent further delays affecting the Hospital's construction timeline and financial plans. Advanced Industrial Services/Richland Industries, LLC is the proposed vendor, selected based on their demonstrated expertise and prior successful performance on Contract C03-36C77021P0739, which involved similar decommissioning work at the same facility. The CO has determined the anticipated cost to be fair and reasonable, within 2% of the original decommissioning effort costs. No competitive notice will be publicized, and future emergency decommissioning services will be rotated to other local vendors. The document is certified by Adam A Doty (Facility Operations Specialist, Mid-South CMOP 764) and approved by Contracting Officer Phillip R Reuwer (Facility NCO 15).
