About this file

This document is a Single Source Justification for a simplified acquisition procedure issued by the Department of Veterans Affairs. The emergency procurement involves repairing a Raymond Swing Reach truck for $3,527.10, with Carolina Handling, LLC identified as the sole authorized service provider due to proprietary software code access limitations. The contract (Solicitation Number 36C77025P0124) was awarded on 2025-03-07 to repair a truck experiencing a unique software version compatibility issue that prevented other vendors from completing the repair. The procurement was processed through the Department of Veterans Affairs Network Contracting Office in Leavenworth, Kansas, following Federal Acquisition Regulation (FAR) guidelines for single-source acquisitions under the Simplified Acquisition Threshold.
