E.13 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Proposals will be evaluated based on the criteria and process outlined in this section and remaining document. Adjectival Rating Criteria will be used for evaluating the non-price factors of all proposals. Definitions for each adjective are provided in this document. Factor 5 (Price) will be evaluated by the SSA. The four (4) non-price factors are as follows:
Factor 1: TECHNICAL EXCELLENCE Sub-Factor 1: Proven Industry Standard System Performance and Design Sub-Factor 2: Technical Quality Sub-Factor 3: Operations and Maintenance Factor 2: PAST PERFORMANCE Sub-Factor 1: Quality of Product to include workmanship and reliability Sub-Factor 2: Timeliness and Adherence to Project Schedules Sub-Factor 3: Management Effectiveness Sub-Factor 4: Customer Satisfaction Sub-Factor 5: Training and Technical Support Factor 3: MANAGEMENT OVERSIGHT Sub-Factor 1: Delivery and Integration Sub-Factor 2: Test and Evaluation Plan Sub-Factor 3: Project Management Plan Sub-Factor 4: Training Plan Sub-Factor 5: Warranty Administration and Management

(b) Proposal Requirements and Evaluation Factors
1) Factors 1 - 3 - Merit Evaluation Factors
a) Offeror must provide all the information required herein. Any missing information in the Offeror’s proposal will be considered technically unacceptable. If the offeror receives an unacceptable rating in any of the Merit Evaluation Factors (including each sub-factor), then the offeror’s proposal will not be considered further for award.
b) The offeror must meet these requirements as follows (if the offeror fails to meet these requirements, then the offeror will not be considered further for award):
(i) The offered equipment meets the throughput requirements as follows:
· The TCA must accurately process and complete a minimum of 80,000 prescriptions during each 7.5 hours of operation per work shift.
· Complete is defined as the prescription is filled, packaged, and ready for induction to the delivery stream.
· The TCA must accommodate any system stoppages or other interruptions without requiring any extended (more than 60 seconds) cycle-down or cycle-up times (time required to go between an idle system and the system at full operation) within a total work shift.
1. Product selection accuracy for all system and components of the TCA must be at 100 percent with immediate error and malfunction detection and with rejection of system failures.
1. The TCA shall have safeguards in place to detect and prevent any deviation of fill quantity, fill product type, and achieve count accuracy approaching 99.9997 percent on first count with 100 percent detection of miscounts on all automated components.

2. Bottles cannot pass under multiple dispensing cones or chutes.
2. There will be no instances when open containers pass under other open containers or chutes, which create a potential for spill contamination.
2. Additionally, any inherent design deficiency might be identified as causing cross contamination.
