SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT:

This is not a request for quote. This is a notice of the Government’s intent to issue a sole source award.

This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Pharmacy (CMOP) located in Charleston, SC, is proposing to negotiate a contract with Innovation Association Inc., dba iA (IA), a large business, on a sole source basis for replacement printers and management resources.

Statutory Authority Permitting Restricted Competition:

FAR 13.5 Simplified Procedure for Certain Commercial Items. The Statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C & 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on the procurement for the reason below:

Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The Government believes the reason justifying this sole source procurement is that IA, the primary source for the current Charleston CMOP’s Automated Pharmacy Fulfillment System, has proprietary software involved with testing and installation of the replacement printers.

This is not a request for quotes and any interested party may notify the network contracting office (NCO) 15, via email to Brigitte.Kidder@va.gov to express their ability to provide these products for future needs.
