About this file
This document is a Special Notice from the Department of Veterans Affairs, Consolidated Mail-Out Pharmacy (CMOP) located in Lancaster, Texas. The notice announces the VA's intent to negotiate a sole source contract with KNAPP, Inc. for the upgrade of the A-Frame Auto Picker subsystem, which is part of the CMOP's existing Automated Pharmacy Fulfillment System (APFS).
The upgrade will involve replacing various components of the A-Frame Auto Picker, including all SDA ejectors, the high-speed induction unit, the SDA control software, and the conveyor central belt. This upgrade is needed due to the age of the system and limited part availability for repairs. The upgrade is expected to extend the system's operability by 5-7 years, while the VA secures funding to replace the entire APFS. The Lancaster CMOP processes 80,000 prescriptions to veterans daily, so it is critical that the rest of the system remain operational during the A-Frame Auto Picker upgrade. While this is not a request for quotes, interested parties may contact the Network Contracting Office 15 to express their ability to support similar acquisitions in the future.

DESCRIPTION
SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT.
This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy(CMOP) located in Lancaster (Dallas) Tx., is proposing to negotiate a firm fixed price, sole source contract, IAW 41 U.S. Code 3304(a)(1), with KNAPP, Inc., for the upgrade of the A-Frame Auto Picker subsystem. The A-Frame Auto Picker is one of the subsystems that make up the current Automated Pharmacy Fulfillment System(APFS) configuration currently in operation at the Lancaster CMOP which KNAPP, Inc. manufactured. The current overall APFS consists of several subsystems which includes:
· IPD
· TCA (includes ATD)
· A-Frame Auto Picker
· The tote line
· Packing area
· Labeling area
· Pharmacist Verification area
The A-Frame Auto Picker subsystem upgrade will provide for the changeout of;
· All SDA Ejectors
· A complete replacement of the high speed induction Unit(BBU)
· SDA Control software to the newest version
· The conveyor central belt plus components
This upgrade is needed due to age of the system and limitations on part availability for repairs. The upgrade is expected to extend the systems operability another 5-7 years while funds are secured to implement the change out of the entire system. Because the Lancaster CMOP provides support through the mailout of 80,000 prescriptions to Veterans daily, it is critical that the rest of the system remain operational during the performance of the upgrade of the A‐frame Auto‐picker subsystem.
While this notice is not a request for quotes, any interested party may notify the network contracting office (NCO) 15, by contacting Larry Zaritz via email to larry.zaritz@va.gov, to express their ability to support this type of acquisition for future needs.
