A. Description of Services:
The Department of Veterans Affairs plans to award an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Architect/Engineer Contract. The Indefinite Delivery Contract for Architect or Architect/Engineer firms will provide services to the VA Consolidated Mail Order Pharmacy (CMOP) locations, listed below.
B. The seven primary locations are as follows, three of which include multiple sites:
1. Leavenworth, Kansas
a. Station 760 – Leavenworth CMOP (Lease) – 70,000 SF 5000 S. 13th Str. / Leavenworth, KS 66048

Note: Specific addresses and sizes of the above stated facilities are subject to change during life of the contract being contemplated.
C. The CMOPs are industrial type facilities with 80-90% of the space consisting of the automated prescription fulfillment system and warehouse, and the remaining 10-20% administrative. CMOPs receive bulk shipments of pharmaceuticals then package them for individual patients and prepare them for shipping.
D. Architect/Engineer services requirement will be procured in pursuant to 38 USC 8127(d); in accordance with Public Law 92-582 (Brooks Act); in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006; and in accordance with FAR Part 36. This acquisition is a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 541310 (Architectural Services), with a small business size standard of $8.0 million.
The intent is to award an adequate number of IDIQ contracts for the needs of the CMOP locations for a period of one (1) year with an option to award four (4) additional years. Task orders may range from $5,000 - $500,000 each, with a maximum award amount of $2,500,000.00 over a five-year period. A&Es awarded contracts will have a guaranteed minimum amount of $2,500.00. The award of the initial task order will satisfy the minimum guarantee for the entire contract term (including option years).
E. General Information
1. Professional A-E services will be accomplished by task orders issued against the IDIQ contract. The A-E services required will be multi-disciplined and may include but are not limited to Architectural, Electrical, Mechanical, Structural, Civil, Plumbing, Environmental, Fire Protection, Interior Design, Sustainability/Energy, Physical Security, IT/Data, and Cost Estimating. The Firm shall be a licensed/registered professional firm. The Firm and/or Sub shall have licensure for the specific state where the CMOP facility is located.
2. Task orders can consist of, but are not limited to: performing and conducting charrettes, technical studies, analyses, surveys, investigations and reports, environmental sampling, due diligence services, including market research, planning site developments, equipment installations, designing and developing engineering construction drawings, specifications, cost estimates and design analysis, preparing technical portions of Request for Proposal (RFP) packages, supervising and inspecting maintenance, repair and construction projects, submittals, and performing the necessary supervision and coordination of all phases of A-E work.
3. All work shall be in accordance with local, state, and/or federal regulations, principally using VA Office of Construction & Facilities Management (CFM) Technical Information Library (TIL) criteria.
4. Cost proposals shall be submitted utilizing VA Form 10-6298, entitled Architect-Engineer Fee Proposal.
5. Individual task orders will be initiated from any of the CMOP locations. The selected Firm will be required to participate in a site visit, or conference call, meetings when requested, within 10 (ten) calendar days after receiving the request for proposal for a task.
6. Disciplines and capabilities may be represented within the same firm or with consultants that regularly work with the primary.
7. Computer Aided Design (CAD) capability with AutoCAD 2019 to current, and capability to digitize existing drawings for CAD use are required. Vendor shall utilize the latest version of software during the Contract Period of Performance.
8. Cost estimating will be based upon the latest version of RS Means in conjunction with VA CFM Cost Estimating and Space Planning Criteria.
9. Project scheduling will be based upon the latest version of Microsoft Projects, or Excel depending on complexity.
F. The selection criteria descriptions (1 through 7) are provided below.
1. Professional Qualifications Necessary for Satisfactory Performance of Required Services
(a) Submission requirements:
(i) Submit GSA Standard Form 330 GSA Standard Form 330, Architect-Engineer Qualifications, per FAR 36.603, that best demonstrate the firm's professional qualifications, including specific licenses and registrations relevant to the solicitation requirements.
(ii) Complete and submit a summary disclosure for each discipline, principal, project manager, and other support personnel, that will handle work for the solicited task orders. Each resume package may not be longer than two (2) pages in length. Disciplines to include, but are not limited to, Architectural, Electrical, Mechanical, Structural, Civil, Environmental, Fire Protection, and Cost Estimating.
(iii) Provide a chart depicting the relationships between the firm and all partners and/or subcontractors/consultants to be associated with this solicitation and identifying each of the firm’s key positions/personnel and their role in managing work for these task orders.
(b) Basis of Evaluation:
(i) The evaluation of professional qualifications will include, but is not limited to, the subjective assessment of the firm's individual resumes as required in the solicitation.
(ii) Firms unable to demonstrate required qualifications necessary to perform designs may be considered non-responsive. Failure to provide requested data may negatively impact a firm's rating.
(iii) Higher ratings for this criterion may be given when the firm’s specific personnel demonstrate excellent or very good credentials, above and beyond those typically expected.
2. Past Performance
(a) Past Performance on contracts with Government agencies and private industry in terms of cost control, quality work, and compliance with performance schedules. Past performance relates to how well a firm has performed on substantially completed projects, within the past five years.
(b) Definitions:
(i) Past performance is a measure of the degree to which a firm satisfied its customers in the past and complied with applicable laws and regulations.
(ii) Government agencies are defined as local, state, and federal entities. Higher ratings may be given for work performed on VA campuses.
(iii) Private industry is defined as non-governmental clients.
(iv) "Within the past five (5) years" shall mean from date of proposal submission to five (5) years prior.
(v) The term "substantially complete" shall mean a fully designed project with construction of the facility/project more than 80% complete.
(c) The solicitation will require the following:
(i) Firms shall have customers complete Past Performance Questionnaires and submit directly to the Government. (ATTACHMENT 1)
(ii) Past Performance Questionnaires shall include specifics for each project submitted, but not be limited to, the following information:
(1) Project description, Contract amount, Dates, and Client information;
(2) Providing a dialogue and a resulting rating for the areas of Quality, Professionalism, Cooperativeness, Problems, Adherence to schedule, Cost control, and Customer satisfaction,
(3) Answer the question - "Would you award this firm another contract?"
(4) Format of Questionnaire to be completed by the client is left to the firm.
(iii) Firms shall have previous clients submit design and construction projects Past Performance Questionnaires that are the same as the projects included in its proposal for Relevant Experience. Ensure correct phone numbers and email addresses are provided for the client point of contact. Failure to provide requested data or to provide an accessible point of contact may negatively impact a firm's rating.
(iv) Completed Past Performance Questionnaires are to be emailed or faxed from the client directly to the Contracting Officer and are not to be submitted via the firm. In order for the client evaluation to be considered, the Past Performance Questionnaires must be received no later than the due date/time of the solicitation.
(v) The design firm shall have a minimum of three (3) past performance questionnaires submitted by their clients.
(vi) Firm to submit Past Performance Questionnaire to clients that:
(1) Are knowledgeable of the firm's past performance.
(2) Are willing to be interviewed by the Government using the past performance questionnaire.
(vii) Firms are encouraged to describe problems encountered on projects submitted for past performance and describe the corrective action taken to resolve the issue(s). Firms will also submit recognition documents received in the last five years, such as awards from clients, customers or professional organizations received within the last five (5) years.
(viii) In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of firm team members (partnership, Joint Venture, or parent company's subsidiary or affiliate), inquiries of owner representative(s), and any other known sources not provided by the firm.
(ix) While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the firm.
(d) Submission requirements:
(i) Submit up to three (3) relevant projects design complete or substantially construction complete within the past five (5) years and best demonstrates your relevant experience to the solicitation requirements. Firm is at risk of receiving a lower rating if fewer than three (3) relevant projects are submitted.
(ii) Complete and submit a project data summary sheet for each project. Each project data package may not be longer than two (2) pages in length.
(iii) Projects may include Federal, State, or local Government, as well as private industry projects. Firms are responsible for providing project description and applicable experience in sufficient detail to permit evaluation of project relevancy.
(iv) Questionnaires. Firm is at risk of receiving a lower rating if fewer than three (3) Past Performance Questionnaires are received.
(e) Basis of Evaluation:
(i) Failure to provide requested data or to provide an accessible point of contact (POC) may negatively impact a firm's rating.
(ii) The evaluation of past performance will include but is not limited to the assessment of the firm's commitment to customer satisfaction, timely delivery of quality work, the firm's record of conforming to specifications, successful implementation of quality control procedures; adherence to schedules; and history of reasonable and cooperative behavior.
(iii) Firms unable to demonstrate proven competence to perform projects similar to the requirements of the solicitation may be considered ineligible for award.
(iv) Higher ratings for this may be given when a proposal demonstrates excellent or very good ratings for past performance and customer satisfaction on projects relevant to the solicitation.
(v) Evaluating past performance may include information provided by the firm, inquiries with previous customers, Government databases (Past Performance Information Retrieval System (PPIRS), Architect-Engineer Contract Administration Support System (ACASS), and any other publicly available sources.
(vi) While the Government may elect to consider data obtained from other sources, the burden of providing detailed, current, accurate and complete past performance, experience, and safety information rests with the firm.
3. Location
(a) Location in the general geographical area of CMOP facilities and knowledge of the locality of the CMOPs.
(b) Definitions:
(i) Knowledge of the locality is defined as familiarity of applicable codes and regulations in place for the area.
(c) Submission requirements:
(i) Provide a narrative, (maximum of one 8 /2" x 1 1" page) that discusses the firm's location(s).
(d) Basis of Evaluation:
(i) Firms that currently have licensure to perform work in states where CMOPs are located will be given a higher rating than those firms that do not.
(ii) A subjective determination of the firm's statement of knowledge of the locality and how it was obtained relative to the requirements of this solicitation.
4. Capacity
(a) Capacity to accomplish multiple task orders up to $100,000 per task order within 90-120 days. Identify the firm's past and present workload and convey the understanding of being able to handle several task orders concurrently and within prescribed deadlines/constraints.
(b) Submission Requirements:
(i) Provide a narrative, (maximum of one 8-1/2" x 11" page) that discusses the firm's approach to accomplishing multiple concurrent task orders with emphasis on meeting prescribed deadlines while ensuring quality control.
(ii) Basis of Evaluation:
(1) Evaluation of this factor will be a subjective assessment of the firm's ability to clearly demonstrate an understanding of multiple task order project goals and requirements set for the completion of multiple concurrent task order projects within prescribed deadlines.
(2) Higher ratings may be given for this factor when information provided exceeds the minimum requirements.

5. Reputation and Standing of the Firm
(a) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness.
6. Record of Significant Claims Against the Firm
(a) Record of significant claims against the firm because of improper or incomplete architectural and engineering services.
7. Specific Experience and Qualifications of Personnel
(a) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team.
G. Questions and Comments:
1. Questions and comments regarding this notice must be submitted by email only to the Contracting Officer Ralph Crum at Ralph.Crum@VA.GOV.
2. Oral questions will not be answered.
3. The deadline for questions is Thursday, February 20, 2020 at 4 PM Central Time.
H. SF 330 Submittal Package Instructions:
1. SF 330 submittal packages, including Past Performance Questionnaires, shall be submitted no later than 4 PM Central time on Monday, February 24, 2020.
2. Respondents are responsible for ensuring SF 330 submittal packages, any revisions, and modifications are submitted by this time. Any changes to the pre-solicitation will be posted as amendments to the pre-solicitation on Opportunities (beta.SAM.gov).
3. Qualified A/E firms are required to submit One (1) hard copy and One (1) electronic copy via DVD of their entire completed SF 330 packages; SF 330 forms are available on-line at:
http://www.gsa.gov/portal/forms/type/SF
4. The National CMOP Contracting Office will use the electronic copies in the evaluation process and may compare the electronic and paper copy. If a variation in content between the paper copy and the electronic one is noted, the paper copy will be considered the contractor’s submitted SF 330 submittal package official response.
5. Submission of information incorporated by reference is not allowed.
6. Prospective firms shall address all selection criteria factors within their submitted SF 330 package.
7. Submissions are limited to 60 pages.
(a) Photographs will be included in the 60-page count.
(b) Title pages and tables of contents, if applicable, are excluded from the page count limitation.
(c) Pages submitted in excess of the limitations specified in this notice will not be evaluated by the National CMOP Contracting Office.
8. A page is defined as one side of a sheet, 8 1/2" x 11", with at least one-inch margins on all sides, using not smaller than 12-point type. Foldouts count as an equivalent number of 8 1/2" x 11" pages.
9. Telephone inquiries will not be honored. No faxed or emailed submissions (other than past performance questionnaires) will be accepted.
I. SF 330 Package Contents:
1. The SF 330 submittal packages shall consist of a completed SF 330 parts I and II, specific information addressing each of the six selection criteria described in this notice; the additional information required by this notice and past performance questionnaire.
2. Respondents are required to meet all requirements in addition to those identified as selection criteria.
3. SF 330 submittal packages not consistent with the requirements and selection criteria of this notice may be determined unacceptable and removed from consideration.
4. Any SF 330 submittal package, modification, or revision that is received at the designated National CMOP Contracting Office after the exact time specified for receipt is considered to be late.
K. SF 330 Package Preparation:
1. Qualified A/E firms are required to submit ONE (1) hard copy and ONE (1) electronic copy via DVD of their entire completed SF Form 330 packages; SF 330 forms are available on-line at:
http://www.gsa.gov/portal/forms/type/SF.
(a) One hard copy- SF 330 parts I and II, and additional information requested by this notice
(b) One electronic copy on (DVD) in searchable PDF format of the SF 330 parts I and II, and additional information requested by this notice
2. All copies shall contain identical information and formatting. NCO 15 will use the electronic copies in the evaluation process and may compare the electronic and paper copy. If a variation in content between the paper copy and the electronic one is noted, the paper copy will be considered the submitted SF 330 submittal package response.
3. The SF 330 submittal hard copy package shall be bound in 3-ring binder that permit the binder to lie flat when open, shall be tabbed in accordance with the structure identified below and shall be prepared in accordance with the 60-page limitation.
4. Staples shall not be used. All pages in each binder shall be sequentially numbered.
5. A cover sheet should be included in each submittal, clearly marked with the Respondent's name, complete address with 9-digit zip code, phone number, facsimile number, e-mail address, date of response, title, DUNs Number and Notice identification.
6. Information not provided elsewhere in the SF 330 submittal package shall not be incorporated by reference.
7. A table of contents shall be provided with the submission for ready reference to sections, figures and illustrations.
8. SF 330 submittal packages shall be consistent with the following structure and tabbed accordingly:
(a) SF 330 PART I – Contract Specific Qualifications
(i) Sections A through D
(ii) Section E
(iii) Section F
(iv) Section G
(v) Section H
(vi) Other additional information and attachments (Note: Respondents shall clearly label additional information and attachments).
N. SF 330 Submittal Package Marking and Delivery:
1. SF 330 submittal packages shall be delivered to the designated submittal package receiving office by one of the following methods:
(a) U.S. Postal Service
(b) Commercial Delivery Service
(c) Delivery by company employee or other individual agent
2. Regardless of the method of delivery chosen, the respondent is responsible for delivery of the submittal package to the designated receiving office no later than the date and time specified in notice.
3. Submittal packages submitted by commercial delivery service or hand carried packages must be delivered to:

M. Additional Requirements:
All firms are required to be registered in the US Government Systems for Award Management (SAM) database. The website is located at https://www.sam.gov/portal/SAM/. Also, all SDVOSB firms must be registered with VetBiz which can be found at http://www.vip.vetbiz.gov/.
N. This Is Not A Request for Proposal. This is a request for SF 330's Architect/Engineer Qualifications packages only and supporting documentation. Any requests for a solicitation will not receive a response. No material will be issued, and no solicitation package or bidder/plan holder list will be issued.
1. A 'short list' of firms deemed most highly rated after initial source selection may be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Award of any resultant contract is contingent upon the availability of funds.
2. Respondents are put on notice that firm(s) selected by the Selection Authority will be required to submit a Fixed Price Rate Proposal to include labor, overhead, profit and other costs for the five-year period of performance for negotiation by the Contracting Officer prior to contract award. The negotiated agreement will be incorporated into the contract and used in the pricing of task orders.
3. If a firm is awarded a contract and it is determined to no longer be considered a Service Disabled Veteran Owned Small Business (SDVOSB) by not being registered in the VA VetBiz database found at http://www.vip.vetbiz.gov/, then it will be excluded from competing for any more task orders and at the next option period, its option won’t be exercised.
