Answers to questions for Solicitation 36C77020Q0406 for solid waste and recycling services at the Hines, IL CMOP
1. Q. What are the container sizes and quantities for the bid?
A. The containers will be:
- Trash Compactor/Dumpster: 1 compactor, 30 yd
- Roll-offs: 30 yd The recycling will be on pallets, either in a gaylord or compacted and palletized. The vendor will need to somehow pick-up those, but the site does have a loading dock and will load them with a forklift for the contractor. The current contractor uses a semi-truck to pick up the recycling.
2. Q. The requirement for recycling pick up, page 9, 4.4.2 states “Miscellaneous recyclable items to include toner cartridges, toner waste, small electronics, circuit boards, scrap plastic, and small pieces of scrap metal shall be included in the regularly scheduled pick up of recyclables.” These items cannot go to the same recycling facility as the cardboard, plastics, and paper and needs to be transported to a separate recycling facility that is equipped to handle and process this material type and which is separately licensed by the State of Illinois. For this reason, these items were eliminated from the requirement in the previous solicitation. In addition, on page 10 in the Past Usage table, these items are not listed and there is no indication of the quantity generated in order to properly price the removal of this material type. Can these items be removed from the requirement? Otherwise, they will need to have their own CLIN line in order to properly price the removal and the estimated quantities should be provided.
A. These items have been removed from the requirement.
3. Q. On page 9, 4.4 Recyclables, the last sentence states “Containers to facilitate recycling (skids/cardboard boxes) shall be provided by the contractor as needed.” Based on history, these skids/cardboard boxes have been supplied and obtained directly by the CMOP and have not been a requirement of the contractor. Based on the weekly quantities listed on page 10, the cost to supply these skids through the contract would be significant (even as a pass-through cost) and likely higher than what the VA can obtain directly from a supplier. In addition, the size and thickness (single wall, triple wall, etc.) of these containers cause the pricing to vary significantly and therefore IF this requirement is to remain on this contract, we ask that a more “defined specification” for the containers be provided so all contractors participating can provide comparable pricing for this line item.
A. We want to see the pricing that we may be able to get from a vendor vs what we can get for gaylords. We need triple wall short gaylord (39” x 47” x 40”) prices for the mixed paper and single wall tall gaylord (39” x 47” x 60” tall) prices for the plastics.
This is an option the government may or may not exercise.
4. Q. Can a 45’ trailer be staged on site for the collection of recyclables identified in the bid?
A. No, there is no room to stage a trailer. It has to be pulled in, loaded, then taken away.
5. Q. Is a site visit available to identify the collection points?
A. No, not at this time. The facility loads the roll-offs and recyclables at the dock and the compactor is pulled from outside. The contractor never enters the facility.
6. Q. Do you have a 1-year history of recycle volumes (pounds/tons)?
A. MSW Landfill 166.04 Tons
Paper 38.07 Tons Cardboard 351.63 Tons Plastic 73.86 Tons
