B.2 VETERAN-OWNED SMALL BUSINESS EVALUATION FACTORS

VA recognizes the contributions of our Nation's veterans, and we strive to make contract awards to small businesses owned by veterans and service-disabled veterans. We also encourage prime contractors to form partnerships and/or to pursue subcontracting opportunities with veteran-owned and service-disabled veteran-owned small businesses. Depending on the evaluation factors included in the solicitation, VA may evaluate offerers based on their veteran-owned or service-disabled veteran-owned status, their proposed use of veteran-owned or service-disabled veteran-owned small businesses as subcontractors, and their past performance on adherence to small business subcontracting plan requirements.

To receive credit under the Veteran-Owned Small Business and Service-Disabled Veteran-Owned Small Business Status evaluation factor, an offerer must furnish a completed representation (Federal Acquisition Regulation clause 52.212-3 or 52.219-1) that shows that it qualifies as a veteran-owned or service-disabled veteran-owned small business- or be registered in the System Award Management (SAM) website as a veteran-owned or service-disabled veteran-owned small business. Service-Disabled Veteran Owned Businesses and Veteran Owned Businesses must be Registered & CVE Certified in VetBiz Registry at (www.vip.vetbiz.gov) B.3 Subcontracting Commitments - Monitoring and Compliance This solicitation includes VAAR 852.215-70, Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors, and VAAR 852.215-71, Evaluation Factor Commitments. Accordingly, any contract resulting from this solicitation will include these clauses. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) to assist in assessing contractor compliance with the subcontracting commitments incorporated into the contract. To that end, the support contractor(s) may require access to the contractor's business records or other proprietary data to review such business records regarding contract compliance with this requirement. All support contractors conducting this review on behalf of VA will be required to sign an “Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement” to ensure the contractor's business records or other proprietary data reviewed or obtained in the course of assisting the CO in assessing the contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs. Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the contractor to protect proprietary information as required by FAR 9.505-4, obtaining access to proprietary information, paragraph (b). The contractor is required to cooperate fully and make available any records as may be required to enable the CO to assess the contractor compliance with the subcontracting commitments.

Page 1 of Page 1 of B.4 Statement of Work Request to have new networking infrastructure installed replacing failed fiber optics. Increasing network bandwidth and available connections.

Place new 48-port patch panel and wire management in exisiting cabinet.

Place new 24-port patch panel and wire management in exisiting cabinet.

Supply and install eight (8) runs of 12 Cat-6A cables and one (1) run of 6 Cat-6A cables from three (3) existing cabinets to nine (9) locations on the production floor. Cables for the floor will be run down existing unistrut. Terminate all cables in supplied and installed mini 12-port and 6-port patch panel mounted to unistrut.

Justification factors:

Northeast CMOP requires the replacement of failed fiber cables throughout the production floor in order to utilize existing station that currently cannot obtain network connection due to the failing infrastructure.

Current cabling can only provide 100Mbps network speeds. New hardware will support 10X speed at 1Gbps.

Installation of new cabling will allow for the reduced cost of future maintenance and enhancements as needed by the site.

Minimum Requirements:

One hundred and two (102) Cat-6A cables ran to specific locations in production to be utilized by devices in the production system. Terminated on both ends.

Contractor to supply 2nd Lift in order to reduce installtion time. Site current has one lift on hand.
