Background.

This project requires a Design-Build (D-B) Team to provide all professional design services, construction/installation, and commissioning necessary to integrate two government furnished-contractor installed Trane 1250-ton chillers into the Omaha VA Medical Center’s central chilled-water system.

Additionally, the scope of work includes the design and construction/installation of weatherproof chiller enclosures, associated mechanical/electrical infrastructure and all required civil (site preparation) and architectural improvements (new and existing buildings/enclosures) to support the installation.

The contractor will utilize the supplied construction drawings and specifications from project 636-27-101 as Bridge Documents showing the general intent of this project and review the inventory list detailing all existing electrical, mechanical, structural, and other relevant components that are currently stored by the VA. It is the VA’s preference that wherever feasible the D-B team incorporate these stored materials and equipment into the project. The D-B Team shall review the provided inventory list and assess the suitability of each item for reuse within the project scope.

Successful offeror must be an integrated Design-Build team including licensed Architects, Engineers, and Construction specialists. At minimum, design disciplines shall include architectural, civil, structural, mechanical, electrical, plumbing, environmental, and fire protection engineering.

Flowdown Requirements: All subcontractors shall adhere to the same requirements, with written acknowledgment required.

NOTE: This Performance of Work Statement (PWS) will refer to the collective Design-Build Team, which includes both Design and Construction, for performance requirements pertaining to the entire scope of work. Where appropriate, Design Team or Construction Team may be used for specificity. All elements of design, construction, and post-construction are included in this PWS.

Anticipated Period of Performance: The contract Period of Performance for the design phase shall be 120 calendar days from the Notice of Proceed. Period of Performance for total design and construction is 260 calendar days from the Notice of Proceed excluding commissioning. The time stated for completion includes final cleanup of the premises, as-builts and closeout documents.

If construction completion occurs during winter or other conditions that prevent immediate commissioning, the Contractor shall demobilize after completing the installation, connections, and equipment readiness requirements. The Contractor shall return to the site when conditions permit to perform commissioning, functional testing, punch-list completion, and as-built verification. The total period of performance shall not exceed 360 calendar days after issuance of the Notice to Proceed which includes design, construction and commissioning, unless otherwise authorized in writing by the Contracting Officer.

All prospective bidders must have a Unique Entity Identifier (UEI) and must be registered and active in the SAM database (http://www.sam.gov). All prospective bidders must complete electronic online Representations and Certifications within SAM.
