About this file

This is a Special Notice of Intent to sole source a firm-fixed-price contract for blood bank reagents to support the Minneapolis Veterans Affairs Medical Center (VAMC). The Department of Veterans Affairs, Network Contracting Office 23, located in Coralville, Iowa, intends to award the contract to Alba Bioscience, Inc., the original equipment manufacturer, under the authority of 41 U.S.C. 3304(a)(1) based on the determination that only one responsible source exists and no other supplies or services will satisfy agency requirements. The contract falls under NAICS code 325413 and product service code 6550. The response deadline for interested vendors is September 30, 2026, at 11:00 AM Central Time.

While this notice does not constitute a competitive solicitation, the government invites all responsible sources to submit capability statements, proposals, or quotations demonstrating their ability to meet the requirement. Interested vendors must submit documentation to Contract Specialist Robert Bennett at robert.bennett8@va.gov within seven calendar days of publication. The government acknowledges that Alba Bioscience's equipment is proprietary and that no other third-party vendor is currently authorized to install or service it; however, submissions will be evaluated to determine whether to conduct the procurement on a competitive basis. The final determination to compete or proceed with the sole-source award remains solely at the government's discretion.
