About this file

This is a Limited Sources Justification form for a Federal Supply Schedule (FSS) order issued by the Department of Veterans Affairs, Network Contracting Office 23. The contracting activity seeks to procure Clear Read X-ray Bone Suppression and CT Vessel Suppress and Detect software from Riverain Technologies, Inc., located at 3130 S Tech Blvd, Miamisburg, Ohio 45341-4882, under FSS Contract Number 36H79719D0016.

The software is an innovative image enhancement application that uses artificial intelligence to suppress normal anatomical structures such as vasculature and bones to enhance visualization of pulmonary nodules in chest X-rays, computed tomography (CT), and computed radiography (CR) images. The software integrates with Nuance PowerScribe for dictation and reporting and is compatible with DICOM 3.0 standards. The justification for limiting sources is based on FAR 8.405-6(a)(1)(B), citing that Riverain Technologies is the only source capable of providing this unique and highly specialized proprietary software vendor-neutral solution. An Intent to Sole Source notice was posted to SAM.gov from October 1-12, 2026, resulting in zero responses, and Riverain Technologies provided confirmation of its exclusive proprietary rights. The contracting officer certified the justification on October 20, 2026, and the Branch Chief approved it on October 22, 2026. The procurement is deemed to represent the best value to the government based on the software's capabilities, compatibility with existing Riverain Technologies imaging environments in VISN 23, and established FSS pricing, particularly given strategic equipment replacement schedules for CTs in FY23 and DRs in FY25.
