INTEGRATED PEST CONTROL SERVICES — CONSOLIDATED CONTRACTOR QUESTIONS
RFQ 36C26327Q0030
Solicitation Administration and Eligibility
1. Please confirm whether RFQ 36C26327Q0030 is a total set-aside restricted to SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) prime offerors. The SAM.gov notice lists the set-aside as “None,” while the solicitation includes VAAR 852.219-73 and 852.219-75. Will the conflicting information be corrected by amendment?
Solicitation 36C26327Q0030 is a 100% set-aside restricted to SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) prime offerors. VAAR clauses 852.219-73 and 852.219-75 are applicable to this acquisition and were intentionally incorporated into the solicitation. The set-aside designation is correctly identified in Block 10 of the SF 1449. Although the SAM.gov posting identifies the set-aside as “None,” this amendment formally clarifies and confirms that the acquisition is a 100% SDVOSB set-aside. The solicitation's set-aside designation and applicable VAAR clauses remain unchanged.
2. May a non-SDVOSB firm, including a non-veteran-owned firm or another small business, submit an eligible quote by teaming with or subcontracting to an SBA-certified SDVOSB/VOSB? If acceptable SDVOSB quotes are not received, will the Government amend or reissue the solicitation before considering other businesses?
No. This solicitation is a 100% SDVOSB set-aside under the Veterans First Contracting Program. Only eligible SBA-certified SDVOSBs may submit quotes as prime contractors and be considered for award. Subcontracting is permitted, provided the SDVOSB prime contractor complies with the limitations on subcontracting requirements under VAAR 852.219-73, VAAR 852.219-75.
3. If the acquisition is unrestricted, would the VAAR 852.219-75 limitations-on-subcontracting certification still be required with the quote, and would the limitation apply to contract performance?
This acquisition is a 100% SDVOSB set-aside, not unrestricted. VAAR 852.219-75 applies to this solicitation, and the completed certification must be submitted with the quote. The limitations on subcontracting also apply to contract performance.
4. The solicitation file begins at Section B and does not include Section A (SF 1449, page 1). Will the Government provide the SF 1449 needed to complete blocks 17a, 17b, 30a, 30b, and 30c?
The SF 1449, including page 1, is included in the posted solicitation. If the contractor is unable to access or view page 1, please contact the Contracting Officer via email at dennis.salmonsen@va.gov, and a fresh copy of the solicitation will be provided.
5. Who is the incumbent pest-control contractor, and what is the current contract number?
The Government appreciates your inquiry. To maintain a fair and competitive acquisition process, the Government has elected not to provide incumbent contractor information as part of this solicitation. The solicitation and Performance Work Statement (PWS) contain the information necessary for prospective contractors to prepare responsive and competitive quotations. All interested parties are encouraged to submit quotations based on the requirements outlined in the solicitation.
Subcontracting and Contractor Qualifications
6. May the prime contractor subcontract all on-site pest-control fieldwork to a qualified, licensed subcontractor while retaining contract administration, scheduling, quality oversight, invoicing, and overall performance responsibility? Does the solicitation impose any restriction concerning the subcontractor performing the primary and vital work?
Yes, subcontracting is permitted under this solicitation, provided the SDVOSB prime contractor complies with the limitations on subcontracting requirements outlined in VAAR 852.219-73 and 852.219-75. For this service contract, the prime contractor may not pay more than 50% of the amount received from the Government to subcontractors that are not similarly situated certified SDVOSBs, subject to applicable exclusions. The prime contractor remains responsible for overall contract performance, management, and compliance with all solicitation requirements.
7. For a non-similarly-situated pest-control subcontractor, would payments of less than 50 percent of the amount received from the Government satisfy the limitations on subcontracting, or are there additional self-performance requirements?
Please refer to the Government's response to Question 7 regarding the applicable limitations on subcontracting requirements.
8. If the pest-control subcontractor is an SBA-certified, similarly situated SDVOSB, may that subcontractor perform all on-site pest-control services? What evidence of similarly situated status or other documentation is required?
Yes, provided the SDVOSB prime contractor complies with VAAR 852.219-73 and 852.219-75. Similarly situated subcontractors must be SBA-certified SDVOSBs and meet applicable small-business size standards. The quotation shall identify proposed subcontractors and include documentation of applicable Federal, State of Iowa, and local licenses and certifications required to perform the services under the Performance Work Statement (PWS). The Government will verify SDVOSB certification through the SBA certification database.
10. Must the prime contractor itself possess State of Iowa pesticide applicator licenses/certifications and pest-control experience, or may it rely on a licensed and experienced subcontractor performing the applications?
· The contractor performing the actual work must possess and provide a copy of their licensure for the state of Iowa
11. What subcontractor documentation, commitment letters, staffing plans, and work-allocation information must accompany a quotation?
· State of Iowa pest licensure and poof of being insured. A proposed treatment schedule.
Bed-Bug Detection and Treatment
12. What is the basis for the required recurring monthly bed-bug detection canine inspections and the allowance for up to two heat treatments per year? Are these services intended to address a known or anticipated bed-bug risk, or are they precautionary/contingency requirements?
· The use of the canine is a preventative measure. We cannot anticipate the frequency of bed bugs but do encounter them. Heat treatment is used as an option in the event of a major outbreak. We have not had to execute this line item in previous contracts but have it as a contingency if warranted
13. Are current certifications for the bed-bug detection canine(s) and handler(s) required with the quotation, or only before the services begin?
· Certification must be provided before the services begin.
14. Is conventional (non-heat) bed-bug treatment under PWS Section 10.1 included in the routine monthly IPM CLIN 0001 price, or will it be separately priced?
· This is a sperate CLIN.
15. What is the approximate square footage or number of rooms included in each routine canine detection inspection area identified in Exhibit 3 for Buildings 1 and 50?
This estimate will be close but not exact.
TOTAL APPROXIMATE INSPECTION AREA 18,000 SQ. FT.

FLOOR 1 = 1364 sq. ft.
FLOOR 2 = 1364 sq. ft.
FLOOR 3 = 1364 sq. ft.
FLOOR 4 = 1364 sq. ft.
16. Does each additional on-demand canine inspection under CLIN 0003 cover all the areas listed in Exhibit 3, or only the specific area of concern?
· Routine canine inspection of waiting areas is the intent.
17. For the on-demand bed-bug heat-treatment CLIN x004, what is the typical treatment area per event (e.g., number of patient rooms or approximate square footage)?
· Although this has CLIN has not been executed in previous contracts, the intent would be for exam rooms/inpatient rooms in the event of a major infestation. These rooms can range from roughly 100 to 200 sqaure feet Insect Light Traps (ILTs)
18. Approximately how many Venus insect light traps are currently installed, if any, and how many new or replacement ILT units are anticipated? Will any existing Government-owned units remain in place?
· There is currently only one ILT in place (Japanese Beetles) and is contractor owned. ILTs will be placed at the discretion of the contractor.
19. Does CLIN x005 (1 JB per year) cover furnishing and installing new ILT units, servicing or maintaining existing ILTs, or both? What scope of work should offerors include in the job price?
· In the event of needing an ILT, the contractor will provide and maintain the unit.
