About this file

This is a Standard Form 30 (SF 30) Amendment to a federal solicitation that reopens and clarifies requirements for the Minneapolis VA Medical Library Serials & Periodicals Solicitation (36C26327Q0008). The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 23, issued this amendment on August 20, 2026, with an extended offer deadline of October 23, 2026, at 17:00 CDT. The proposed contract will now commence on December 1, 2026, and run through November 30, 2027.

The amendment provides clarifying information regarding estimated actual user numbers across multiple VA facilities in Minnesota and Wisconsin. The Minneapolis VA Health Care System encompasses 4,850 full-time employees (FTE) with approximately 3,244 actual users, distributed across the Minneapolis VAMC campus and numerous clinic locations including facilities in Mankato, Ramsey, Superior, Albert Lea, Chippewa Falls, Ely, Hayward, Hibbing, Maplewood, Rice Lake, Richfield, Rochester, Saint James, and Shakopee. The amendment specifies that all estimated actual users at each site will require remote access to serials and periodicals. Additionally, the VA reserves the right to accept all or only a portion of line items in an offeror's quote, with pricing evaluation conducted solely on the selected line items. Offerors must acknowledge receipt of this amendment prior to the extended deadline by completing the required form, acknowledging receipt on each offer copy, or submitting separate written communication referencing the solicitation and amendment numbers.

2. There is the expectation that all of the estimated actual users at each site will also have remote access to the serials and periodicals as well.

3. The VHA may accept all or only some of the line items in an Offeror’s quote. If only a portion of the line items quoted are accepted from a quote, then offer pricing will be evaluated based solely on those line items. For example, if only line items 0001-0020 are selected, then all vendor’s offerors will be evaluated based on the quoted pricing for only those line items (0001-0020).
