About this file

This document is Amendment 0001 to Solicitation 36C26326R0068, issued by the Department of Veterans Affairs Network Contracting Office 23 on July 31, 2026. The amendment provides responses to vendor questions regarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for rodent housing equipment and supplies for the VA's Veterinary Medical Unit. Key clarifications include: cage bottoms shall be delivered empty rather than pre-filled with Alpha-Dri bedding; delivery timelines are specified in calendar days, with orders of $10,000 or less requiring 14-day delivery and orders exceeding $10,000 requiring 30-day delivery; the initial rack and equipment order is expected to exceed $10,000 and shall be delivered within 30 calendar days; and Ordering Period 1 quantities must be ordered immediately following contract award with delivery by September 30, 2026. The shipping cost CLIN for each ordering period has been updated to reflect a quantity of 12 units per month, with offerors expected to price based on one estimated monthly order, recognizing that multiple orders may occur within a single month.

The amendment further clarifies that contractor-provided installation and training services are limited to one initial visit for rack assembly and one-time training lasting 1-3 hours, scheduled during Veterinary Medical Unit operating hours (6:00 a.m. to 2:30 p.m. Central Time, Monday-Friday, excluding federal holidays); additional visits after initial installation will be reimbursable through Government Purchase Card and new quotes. Additional CLINs have been added for replacement rack filters and recurring equipment maintenance components. A correction has been made to Ordering Period 6 quantities, adjusting mouse water bottles from 1,000 to 5,000 units. Offerors are permitted to submit pricing in a separate Excel spreadsheet provided all line items from the Price/Cost Schedule are identified with appropriate pricing and accurate calculations. An updated solicitation document titled "S02 - 36C26326R0068 - Updated 07-31-2026" must be used by offerors in their proposals. Offerors must acknowledge receipt of this amendment prior to the specified deadline or risk offer rejection.

***NOTE TO VENDORS: All responses to vendor questions are noted in RED.***

1. The SOW requires cages to have the option of arriving pre-filled with Alpha-Dri bedding, but the Price/Cost Schedule lists standard mouse and rat cage-bottom part numbers and no separate pre-bedded CLINs. Please confirm whether the quantities are intended to be:

a. empty cage bottoms;

b. pre-bedded Alpha-Dri bottoms; or

c. available in either configuration at the same CLIN price.

They are intended to be empty cage bottoms. The Statement of Work has been updated to remove the statement that “These cages need to have the option of coming pre-filled with rodent bedding of a specific type (Alpha Dri).” Please see the attached pdf titled S02 - 36C26326R0068 - Updated 07-31-2026.

2. Does the 7–10-day delivery requirement mean calendar or business days?

Please use calendar days. The Statement of Work has been updated to specify calendar days. Please see the attached pdf titled S02 - 36C26326R0068 - Updated

07-31-2026.

3. Does the 7–10-day requirement apply to the initial rack and equipment order as well as recurring consumables?

No. This has been updated in the Statement of Work as well as being stated here.

To clarify, orders are expected to be done on an estimated monthly basis. For orders $10,000.00 or under, the order must be delivered within 14 calendar days of the order being processed. For orders exceeding $10,000.00, the order must be delivered within 30 calendar days of the order being processed. So, for the initial rack and equipment order that is expected to exceed $10,000.00, the order is expected to be delivered within 30 calendar days of the order being processed.

Please see the attached pdf titled S02 - 36C26326R0068 - Updated 07-31-2026.

4. Please confirm whether the initial quantities in Ordering Period 1 are expected to be ordered immediately following award and delivered by September 30, 2026.

Yes, the intent is to immediately place an order for Ordering Period 1 for the initial consumables (cages) with the initial order of the racks. They are expected to be ordered immediately following award; delivery would occur as stipulated (by

September 30, 2026).

5. Each ordering period includes one “Shipping Costs” CLIN, although multiple delivery orders may be placed during that period. Should the shipping CLIN represent:

a. Freight for each individual delivery order

b. An annual aggregate freight charge

c. Freight for the estimated annual quantities?

CONTINUATION PAGES

The Shipping CLIN for each ordering period has been updated to reflect a Quantity of 12 and Unit of Month. For each ordering period, a Delivery Order encompassing the entire year will be issued with applicable funding information.

Each month, depending on study needs, supplies are expected to be ordered off the Ordering Period’s Delivery Order. Offerors should price this CLIN with the expectation of one estimated order each month. Offerors should recognize that as the monthly order is an estimate, there may be times when more than one order is placed during a month within the Ordering Period.

6. If multiple delivery orders are placed during an ordering period, how should incremental freight be invoiced?

See the answer to Question 5.

7. The SOW requires installation/setup and training, including representative travel “as needed” at no additional cost. Please define:

a. Expected number of visits;

b. Anticipated duration;

c. Number of shifts or training sessions;

d. Whether the requirement is limited to initial installation

e. Whether additional visits requested after initial installation will be reimbursable

The Contractor shall provide a Contractor representative for installation/set up purposes and training. The Contractor must include one visit to assemble the racks and give a one-time training on how to use the racks. The duration of this training is estimated at, but not limited to, 1-3 hours. The installation and training shall take place during the tours of the Veterinary Medical Unit team (6:00am –

2:30pm Central Time, Monday – Friday, excluding federal holidays). The requirement would be limited to initial installation; additional visits requested after initial installation would be reimbursable and would be paid for via Government

Purchase Card and new quotes. The Statement of Work has been updated to reflect this information as well. Please see the attached pdf titled S02 -

36C26326R0068 - Updated 07-31-2026.

8. Are replacement rack filters or other recurring equipment-maintenance components expected under the IDIQ? If so, please identify the applicable CLINs and estimated quantities.

Yes, additional CLINs have been added to the solicitation document. Please see the attached pdf titled S02 - 36C26326R0068 - Updated 07-31-2026.

9. Please confirm the period-six quantities, particularly the 5,000 mouse lids, bottoms and feeders compared with only 1,000 mouse water bottles.

The correct amount should be 5,000 mouse water bottles. The CLIN for Ordering

Period 6 has been updated to correct this. Please see the attached pdf titled S02 -

36C26326R0068 - Updated 07-31-2026.

10. Will the Government accept a separate Excel pricing schedule in addition to the completed solicitation, or must all pricing be entered directly into the SF 1449 continuation pages?

Yes, the Offeror may provide this information in a separate Excel spreadsheet provided that all information for every line item in the Price/Cost Schedule is identified in the Excel spreadsheet with appropriate pricing with accurate calculations. Section E. E.1 52.212-1 Addendum and E.3 52.212-2 EVALUATION -

COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES have both been updated in the solicitation document to reflect this. Please see the attached pdf titled S02 - 36C26326R0068 - Updated 07-31-2026.
