About this file

This is a Sources Sought Notice issued by the Department of Veterans Affairs Network Contracting Office 23 to conduct market research for procuring medical gases and cylinders for the Saint Cloud and Black Hills VA Healthcare System. The notice invites qualified vendors to submit non-binding statements of interest and documentation demonstrating their capability to supply these products. Respondents must be either manufacturers or authorized distributors of medical gas products and must possess a current GSA Federal Supply Schedule or IDIQ contract, or be willing to obtain one. The relevant NAICS code is 325120 with an SBA size standard of 1,200 employees. Responses are due by August 14, 2026, at 8:00 a.m. Central Time and should be submitted via email to Mr. Emanuel Nevarez, the Contract Officer, at Emanuel.nevarez@va.gov with "Medical Gases and Cylinders - STC / BH" in the subject line.

Respondents must provide company name, point of contact information, email address, phone number, Unique Entity ID from the System of Awards Management (SAM), business size classification (SDVOSB, VOSB, small business, or large business), and an authorized distributor letter from the manufacturer if applicable. The notice emphasizes that this is market research only and does not obligate the government to issue a solicitation, award a contract, or notify respondents of results. If the acquisition strategy determines GSA is viable, a subsequent RFQ will be posted to GSA eBuy, limiting responses to firms with applicable GSA Schedules. The government will not reimburse vendors for costs incurred in responding to this notice, and responses cannot be accepted as binding offers.
