This is a Sources Sought Notice issued by the Department of Veterans Affairs Network Contracting Office 23 (NCO 23) to conduct market research for laboratory cassette and slide label printers. The VA seeks responses from qualified sources by July 21, 2026, at 1:00 PM Central Time to determine vendor capability and market availability for this equipment. Respondents must be either manufacturers or authorized distributors of laboratory cassette and slide label printers, with qualifying NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and a Small Business Administration size standard of 1,000 employees. The Statement of Work specifies procurement of three cassette printers and eight slide label printers for delivery to VA medical centers in Central Iowa, Iowa City, and Fargo. Required equipment includes one large cassette printer for Iowa City featuring six hoppers with 480-total capacity, two small-to-medium cassette printers for Fargo and Central Iowa each with single 80-cassette hoppers, and eight laser slide printers distributed across the three locations. All printers must use laser printing technology (not dot-matrix or engraving), support 1D and 2D barcodes, produce permanent 300-dpi solvent-resistant markings, and integrate with Data Innovations LIS middleware. Equipment must have an approved Enhanced Reporting Authorization (ERAR) at proposal submission and be current production models delivered within 120 days. Vendors must provide one-year warranties including preventive maintenance, three days of onsite installation and training across multiple shifts, and certificates of performance compliance with CLSI standards. Responses must include company information, unique entity ID from SAM, business size classification, and current GSA Schedule or IDIQ contract details if applicable. Statement of Work VISN 23 Laboratory Cassette and Slide Label Printers

I. Background: Several sites in VISN 23 are in need of replacement and/or additional cassette and slide label printers. Fargo and Iowa City’s current cassette and slide label printers have reached end of their life expectancy and we have begun to see an increase in issues that require a service call. The increased downtime of these machines greatly impacts the speed and efficiency of the labs in preparing specimens. Additionally, the labs are seeking newer models of equipment which have additional features that would increase the speed and efficiency of the staff in preparing specimens. Central Iowa is currently hand labeling their cassettes and slides and is in need of this equipment to maximize productivity, decrease ergonomic strain, reduce errors, and create continuity.

II. Purpose of Project: Obtain 3 new cassette printers and accessories (1 each for Central Iowa, Iowa City, and Fargo) and 8 new slide label printers (4 for Iowa City and 2 each for Central Iowa and Fargo).
