This is not a formal solicitation, and responses will inform the government's acquisition strategy; responding to this notice does not constitute a valid response to any future formal solicitation. The response deadline is June 19, 2026, at 4:30 PM Central Time, with responses to be submitted to Contracting Officer Traci Johannes at traci.johannes@va.gov.
The required product must be an FDA-cleared, Class II medical device capable of whole-room microbial reduction using a continuous 254nm wavelength UV-C system with multiple integrated emitters that operate together to maximize effectiveness and reduce shadows. Key specifications include: the ability to deliver effective microbial reduction in a single uninterrupted cycle without repositioning, incorporation of UV-C concentrators for increased energy dosage controlled by the system, pause-and-resume functionality, targeted microbial reduction capability, remote control operation from outside the room with no staff entry required during operation, three motion sensors with passive infrared and accelerometer detection for safety, Bluetooth and LTE Wi-Fi connectivity for cloud monitoring, and U.S. manufacturing by an ISO 13485-registered facility. The applicable NAICS code is 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing), with a size standard of 1,250 employees. Small business respondents must comply with the 50 percent limitations on subcontracting requirement and must provide capability statements demonstrating expertise, UEI numbers, manufacturer agreements, socioeconomic classification, country of origin certifications, estimated subcontracting percentages, and delivery lead time information.

Specifications/Salient Characteristics BRAND NAME ONLY BASIS: Surfacide UV Decontamination Emitters
1. An FDA-cleared, class II medical device for Whole Room Microbial Reduction.
2. A continuous 254nm wavelength UV-C system.
3. The Whole Room Microbial Reduction system is be able to combine multiple emitters into one single system, operating together or as single emitters operating independently. This is beyond just having multiple emitters in one room. The microbial reduction system is be able to maximize the effectiveness of each emitter to significantly reduce shadows in a single operation.
4. The system accomplishes unattended Whole Room Microbial Reduction to all surfaces within direct line of site and within the effective distance as stated in the manufacturers labeling in a single, uninterrupted cycle without a need for repositioning or movement of the emitters.
5. The system can deliver the effective dose of energy per the systems labeling for total delivered energy during a single cycle without the need for repositioning. No staff interaction is required to move or adjust emitters designed for use with the multiple UV-C emitters for room coverage in a single operation. The system is capable of overcoming shadows and maximizing proximity to all surfaces
6. The system of multiple UV-C emitters incorporates a UV-C concentrator for increased energy dosage and intensity. This process is controlled by the system and not have any staff interaction.
7. The system is able to pause a cycle during normal operation and continue the cycle without having to start over from the beginning.
8. The UV-C system has a feature to apply "targeted" microbial reduction with safe continuous energy delivered unilaterally in a single direction from multiple emitters while safely ensuring that no UV-C energy is delivered outside of the chosen disinfection area.
9. The system incorporates a process for control of emitter’s from outside the room when starting the system for employee safety. This control includes starting and stopping the system and reporting the status and operations information. The operator does not have to enter the room for any reason while the system is operating. All functions is controlled from the control device.
11. The system incorporates three motion sensors within a single room for use on multiple entry/exit points for added safety. The system incorporates multiple motion sensors with Passive Infrared motion detection and movement detection by an accelerometer/gravimeter in order to ensure staff safety and avoiding false starts or stops. Additionally, motion sensors are activated prior to turning on the UV-C lights to ensure that the UV-C lights cannot be turned on if motion is detected.
12. The system uses Bluetooth technology to connect to the tablet to operate the emitters wirelessly.
13. The system employs LTE Wi-Fi connectivity, without the need to use the hospital WiFi network, allowing "Cloud" connectivity for maintaining and monitoring performance, archive capability and remote accessibility.
14. Includes all applicable technical specifications, studies and white papers as evidence of meeting these requirements.
15. The product is made in the United States of America
16. The technology is manufactured by an ISO 13485 registered facility.
