About this file

This is Amendment 0001 to RFQ 36C26326Q0825 issued by the Department of Veterans Affairs, Network Contracting Office 23 in Saint Paul, Minnesota. The amendment extends the RFQ closing date to August 28, 2026 at 12:00 PM Mountain Daylight Time and incorporates vendor questions and answers, related project files, FAR 52.237-1 Site Visit provision, and pre-bid site visit opportunities at both VA Medical Center campuses.

The solicitation concerns an Asbestos Re-Baseline effort for two VA facilities in South Dakota: Fort Meade VAMC (113 Comanche Road, Fort Meade, SD 57741) with 83 buildings and Hot Springs VAMC (500 N. 5th Street, Hot Springs, SD 57747). The scope includes comprehensive asbestos inspection, sampling, laboratory analysis per 40 CFR 763.87 (PLM analysis), homogeneous area identification, ACM labeling in maintenance service areas, floor plan preparation in AutoCAD format, photography, inventory database development, and a 120-day completion requirement for deliverables following field work completion. Contractors must provide per-sample unit pricing for bulk asbestos laboratory analysis separately from the lump-sum CLIN 0001 amount, with actual sample quantities authorized by the Contracting Officer during field work. Base drawings are available for all buildings in both CAD and PDF formats. The amendment indicates 100% VA-escorted site visits are offered at no government cost, with pre-bid visits scheduled for August 20 and 21, 2026, requiring RSVP to Justin Erdley at Justin.Erdley@va.gov. Multiple inspection teams may work concurrently with VA escort support. The re-baseline must incorporate existing survey data and asbestos management information where valid, and periodic surveillance is expected to follow plan implementation.

36C26326Q0826 Amendment 0001

Vendor Question VA Answer QUESTION 1: Campus maps highlighting all buildings and structures included in the asbestos baseline survey scope. Please identify each structure by building number or name.

Fort Meade campus is reflective of 83 buildings. Building inventory lists provided.

QUESTION 2: Existing floor plans or building schematics for the structures included in the scope, preferably showing building numbers, individual floors, room numbers, and approximate square footage.

CAD drawings are available for both campuses and updated. PDF drawings are available for both campuses.

QUESTION 3: A complete building inventory identifying the building number/name, square footage, number of floors, and general use of each structure.

Please see the building inventory lists provided.

QUESTION 4: The Statement of Work indicates that the COR is to provide building schematics and related files as needed for reference. Please confirm whether these documents can be provided before the quotation deadline to assist offerors in estimating the inspection, sampling, mapping, staffing, and scheduling effort

CAD drawings are available. PDF drawings are available. VA will supply available records.

QUESTION 5: If existing floor plans are not available for every structure, please confirm whether the contractor is expected to field-measure and create new base floor plans from scratch or whether suitable drawings are to be provided after award for annotation with homogeneous areas and sample locations.

Base drawings are available for all buildings. Variations in specificity are subject on a campus-by-campus basis.

Latest edition of AutoCAD preferred; Revit not required.

Vendor Question VA Answer

QUESTION 6: The RFP states the Fort Meade Campus has 80 buildings, however, by the satellite view this number does not appear accurate. Can you please confirm

Fort Meade campus is reflective of 83 buildings, please see the building inventory lists provided.

the total number and, if it is 80, provide a schematic showing their locations.

QUESTION 7: Does the VA have up to date CAD drawings for all buildings at both campuses?

CAD Drawings are available for both campuses and updated.

QUESTION 8: Are the CAD drawings layered and will the VA expect the asbestos drawings to be layered?

CAD Drawings are layered, and expected to be layered.

QUESTION 9: Does the VA have up to date PDF drawings for all building at both campuses?

Available records show that PDF drawings are available for both campuses.

QUESTION 10: “Re-Baseline” / Initial Survey The pricing schedule describes CLIN 0001 as a “Re-Baseline Asbestos Survey,” while the SOW calls for a comprehensive asbestos survey and new inventory. The SOW also indicates that the 1988 Baseline Survey, 2009 Asbestos Management Plan, and subsequent limited surveys are for reference only.

• Should we interpret the requirement as a new initial/baseline survey from scratch for all approximately 120 buildings, without relying on previously identified homogeneous areas or prior sampling?

• Alternatively, is the intent to update/re-establish the existing inventory, using prior survey and analytical information where still valid, supplemented with new inspection and sampling?

• Is the existing asbestos information considered incomplete, outdated,

• All available documents should be considered accurate, however, outdated. Any usable previously identified homogenous areas, asbestos containing through lab analysis, or identified as presumed asbestos containing materials (either visually labelled or documented) would be acceptable for this re-baseline effort.

• A number of limited surveys have been performed, however not accurately reflected in the AMP. Any available surveys of this nature, including the 2009 AMP inaccurate, or otherwise unsuitable for continued use due to abatement or renovation activities not reflected in current records?

QUESTION 11: Previous Surveys / Existing Management Plan

• Can the VA provide the existing baseline asbestos survey and/or the current Asbestos Management Plan for review prior to quotation?

• The SOW references the 1988 baseline, the 2009 AMP, and supplemental surveys from 2014–present. If available, these documents would help us understand the quality of existing information.

• Is the current asbestos inventory maintained in a digital format (database, spreadsheet, or similar)?

VA will supply available records, the Contractor is expected to create and maintain a Procore construction management account for document sharing and other features, as well as supporting subsequent projects.

Currently the current asbestos inventory is maintained through many electronic documents and AMP binder, in which records are outdated per VHA Directive 7714 and in many files. The binders are compiled through the multitude of individual files (pdf and excel formats).

QUESTION 12: Abatement and Renovation Records

• Does the VA maintain abatement, removal, repair, encapsulation, enclosure, or other response-action records as part of the AMP or facility records?

• If so, can those records be made available to prospective offerors and, upon award, to the contractor?

• Has the asbestos inventory been consistently updated to reflect abatement and renovation activities?

• Is the re-baseline being conducted in anticipation of planned renovation, demolition, modernization, or capital improvement work? If so, any available scope/schedule information would help clarify the level of detail expected.

• The VA maintains abatement, removal, repair, encapsulation, enclosure records.

• Available records can be made available to ensure the most accurate update to the asbestos management plan.

• The re-baseline is being conducted to adhere to VHA Directive 7714, in which the periodic surveillance and triennial surveys are not current. No major unidentified projects impacting asbestos abatement

QUESTION 13: Existing Drawings / “Editable” Drawing Requirements The SOW requires homogeneous areas and

Revit is not expected to be utilized. The latest edition of AutoCAD is the preferred method for drawings.

sample locations to be depicted on floor plans and references “editable drawings.”

• How does the VA define “editable drawings”? Are CAD/DWG or Revit files required, or are electronically marked-up PDF drawings acceptable?

• If usable base drawings are not available for certain structures, will the VA accept field-developed diagrammatic floor plans for documenting homogeneous areas and sample locations?

• If possible, can the VA provide one or two representative examples of existing building drawings to illustrate expected format and detail?

Base drawings, synonymous with foot print drawings are available are available for all buildings. Variations in specificity are subject on a campus by campus basis.

QUESTION 14: ACM Labeling – Locations and Materials The SOW references labeling accessible ACM, including TSI at six-foot intervals.

• Is the labeling intent primarily focused on maintenance/service areas (mechanical rooms, pipe chases, above-ceiling spaces, etc.)?

• Or should ACM located in normally occupied/public areas also be physically labeled?

• Please clarify whether finish materials such as plaster, surfacing material, floor tile, ceiling tile, mastics, etc., require physical labels, or whether they are to be documented through inventory and floor plans only.

• For accessible TSI, please confirm that the six-foot interval applies along the full accessible length of the material.

Labeling is primarily focused on maintenance service areas (mechanical rooms, boiler rooms). Most of the piping in the facility is labeled, which includes some administrative areas, common walkways, and mechanical spaces. Labels that are currently affixed will aid in the quantification effort. It is not expected to label above ceiling and finish materials described are not required for labeling and recorded through inventory/drawings/floor plans.

QUESTION 15: Existing ACM Labels / Return Labeling

• Where compliant ACM labels already exist, may they remain in place, or must they be replaced as part of the re-baseline effort?

• Our assumption is that new labels would be installed after laboratory confirmation of asbestos-containing homogeneous areas, requiring return visits. Please confirm this is consistent with VA expectations.

• If available, does the VA have approximate quantities or linear footage of existing TSI/ACM that is unlabeled or requires replacement labeling?

Compliant labels may remain in place.

Labeling is to be installed following confirmation, whether presumed or analytically.

The majority of the piping is labeled, or is traceable to labeling when in enclosures, or chases. Above ceiling labeling is not required, when traceable to labeled materials.

QUESTION 16: Label Type / Attachment

• Does the VA have preferred or approved label/tag manufacturers, specifications, or attachment methods beyond the warning text in the SOW?

• Where adhesives may not last 20 years, are mechanically attached tags acceptable?

• The SOW requires Class IV procedures and HEPA-vacuuming of TSI prior to label application. Please confirm this applies to all TSI being labeled.

Warning labels should be attached similarly in accordance with 40 CFR 763.95, located in routine maintenance areas (e.g. mechanical spaces, boiler rooms). This shall include:

(1) Friable ACBM that was responded to by a means other than removal.

(2) ACBM for which no response action was carried out.

(b) All labels shall be prominently displayed in readily visible locations and shall remain posted until the ACBM that is labeled is removed.

(c) The warning label shall read, in print which is readily visible because of large size or bright color, as follows:

CAUTION: ASBESTOS. HAZARDOUS. DO

NOT DISTURB WITHOUT PROPER

TRAINING AND EQUIPMENT.

Mechanically attached tags are acceptable.

QUESTION 17: Bulk Sampling / Laboratory Analysis The SOW states that sample costs will be

• Please provide per-sample unit pricing for bulk asbestos sample laboratory analysis within your CLIN 0001 pricing submission as a separately listed unit rate (for based on actual quantities determined through homogeneous area identification.

• How would the VA like the per-sample unit price presented in the quotation?

• How will actual sample quantities be authorized and compensated?

• Should the unit price cover standard PLM only, or should point counting, TEM, multi-layer analysis, or expedited turnaround be included?

example, “Bulk Sample – PLM Standard Analysis (per sample):

$___”). This unit pricing is not included in the CLIN 0001 lump-sum amount and will be evaluated separately for reasonableness.

• Actual sample quantities will be determined during the survey based on homogeneous areas and in consultation with the COR. The COR will authorize sample quantities during field work. Compensation will be based on the COR-approved sample count multiplied by the per-sample unit rates submitted in the quotation.

• PLM is acceptable per 40 CFR

763.87. No point counting, TEM or

expedited turnaround is anticipated. As for multi-layer analysis. Distinction between asbestos containing and non-asbestos containing layers should be made (i.e. floor tile and mastic).

All sampling that is approved shall be done in as discreet of a manner as practicable and no roofing sampling will be expected

QUESTION 18: 120-Day Completion Requirement Please confirm whether the 120-calendar-day completion requirement covers the entire re-baseline effort, including:

• Initial inspection and sampling

• Laboratory analysis

• Return visits for ACM labeling

• Floor-plan preparation and markup

• Photographs and data compilation

• Inventory/database development

The 120-Day completion covers the re-baseline effort for deliverables and is expected to follow the completion of field work.

Periodic surveillance is expected following the completion of the re-baseline (i.e.

when the management plan is in effect).

Example, if the management plan is in effect February 2027, the 6-month periodic is expected to occur in August 2027.

• QA/QC

• All final reporting and deliverables

Additionally, please confirm that the first six-month surveillance inspection (included separately in the base period) is not intended to occur within the initial 120-day baseline completion window.

QUESTION 19: Site Access / Multiple Field Teams To meet the 120-day schedule across approximately 120 buildings, multiple field teams may need to work concurrently.

• Can the VA support multiple inspection teams with escorts simultaneously?

• Are any buildings expected to have substantial access restrictions (security, shutdowns, infection control, occupied patient-care areas, etc.) that may significantly affect field productivity?

The VA can support multiple inspection teams with escorts simultaneously.

Some patient care areas and other security areas may pose a barrier for timely completion. It is the intent of the VA that disruption or restrictions are limited in scope, coordination with impacted areas would be expected prior to field work commencing or determined at the start of field work. Program records reflect abatements and those areas would be considered non-asbestos based on records, thus areas in which field work would not be required.

Any residential quarters will be coordinated with the tenant for access through the Quarters Coordinator

Example, second floor B113, current project has the Med/Surgery area as prior grey to grey
