About this file

This is a Special Notice of Intent for a sole source firm fixed price contract issued by the Department of Veterans Affairs Network Contracting Office 23 (St. Cloud VA Health Care System) for the procurement of medical diagnostic equipment. The solicitation number is 36C26326Q0720, with a response deadline of August 13, 2026 at 4:00 PM Central Time. The proposed sole source awardee is Midwest Special Instruments Corp. (UEI: FM4JUBJW8TF4), located in Prior Lake, Minnesota, which holds exclusive authorization from Interacoustics as the sole factory-trained representative for Interacoustics and Micromedical by Interacoustics product portfolios in Minnesota.

The requirement is for two (2) Interacoustics Titan V4 Middle Ear Analyzers (Manufacturer P/N: 8016195) with full specifications including tympanometry at multiple frequencies (226, 678, 800, and 1000 Hz), acoustic reflex testing, ETF tests, handheld operation, high-resolution display, and optional modules for wideband tympanometry, OAE screening, and automated ABR. The equipment must be compatible with the existing NOAH System at St. Cloud VA and include accessories such as charging stands, lithium batteries, ear tip kits, test cavities, cables, and carrying case, plus standard manufacturer warranty and shipping to St. Cloud VA Warehouse (Building 14). The justification for sole source procurement under FAR 6.302-1 is based on Interacoustics' proprietary authorization restrictions that prevent other resellers or third-party vendors from providing these services without voiding warranties. Interested vendors may submit capability statements with documentation of authorization from Interacoustics to be considered for competitive procurement.

DESCRIPTION

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source firm fixed price contract to the following contractor in support of Titan V4 ~ Middle Ear Analyzer in support of St. Cloud VA Health Care System, 4801 Veterans Drive, St. Cloud, MN 56303-2015:

Midwest Special Instruments Corp.

UEI: FM4JUBJW8TF4

16204 Lakeside Ave. SE Prior Lake, MN 55372

This is done under authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1: Only one source and no other supplies or services will satisfy agency requirements.

This is not a request for competitive quotes.

Market research revealed that Midwest Special Instruments Corp is the sole source factory trained representative for the sale and installation of Interacoustics and Micromedical by Interacoustics product portfolios and all related calibration, and service within the state of Minnesota. The Interacoustics brand of Titan V4 ~ Middle Ear Analyzer is the only equipment fully compatible with the already installed NOAH System in use at the St. Cloud VA.

Thus, it is impossible for any other company to provide this product as Midwest Special Instruments Corp has a letter of authorization from Interacoustics stating they are the sole source factory trained representatives in the state of Minnesota and does not allow for authorized resellers, authorized dealers, or third party maintenance vendors to provide such services. Any other entity besides Midwest Special Instruments Corp providing this service would result in violation of these proprietary rights and voiding of any equipment warranties, as applicable.

The North American Industry Classification System (NAICS) code for this service is 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) and the Product Service Code (PSC) is 6515 (Medical and Surgical Instruments, Equipment, and Supplies).

While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement, including documentation from the proprietary rights holder Interacoustics that such contractor could provide this service as an authorized reseller, authorized dealer or third party.

All responsible sources may submit a capability statement, which shall be considered by the agency by e-mailing such statement and supporting documentation to Evan Beachy, Contracting Specialist, at evan.beachy@va.gov. No phone calls please. Please indicate “Response to Titan V4 ~ Middle Ear Analyzer” in subject line of e-mail.

Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government under authorities cited above.
