About this file

This is an amendment to a solicitation that provides technical clarifications and additional information for a radiation dosimetry services contract. The Department of Veterans Affairs, Veterans Health Administration Network Contracting Office (VISN 23) in Sioux Falls, South Dakota, issued solicitation 36C26326Q0583 on May 8, 2026 (10:00 AM Central Time) for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide dosimetry services to three VA medical centers: Omaha VA Medical Center, Lincoln VA Medical Center, and Grand Island VA Medical Center. The contractor must provide personal whole-body and extremity dosimetry badges, area monitoring badges, and radiation dosimetry reports in compliance with Title 10 CFR Part 20 and holding current NVLAP accreditation for both whole-body and extremity dosimeters. The contract requires approximately 200 badges across all sites, with a monthly need for 150 whole-body dosimeters, 5 extremity rings, and zero neutron-capable dosimeters, plus 10 unreturned dosimeters for replacement. The contractor must provide postage-paid return shipping labels and emergency processing (within 24 hours) as a separately priced line item.

The base period of performance runs from July 1, 2026 through July 1, 2027, with four optional one-year renewal periods available at the government's discretion. This is a small business set-aside with a NAICS code of 541380 (541380 Scientific and Technical Consulting Services) and a size standard of $19 million. The contract is structured as a firm fixed-price IDIQ award anticipated for a single contractor. Key evaluation criteria include low-dose performance sensitivity (minimum reportable dose of 1 millirem), extremity dosimetry accuracy using OSL technology with re-readability capabilities, energy discrimination and radiation type differentiation for mixed-field performance, dosimeter re-read capability with signal stability, radiation dose investigation and ALARA exceedance analysis support, and demonstrated institutional experience with VA facilities and academic medical centers. Badges must be delivered to three separate locations in Nebraska, and the contractor must provide web-based portal access to dosimetry reports. Prospective offerors must be registered in SAM.gov and complete their responses in accordance with FAR Part 12 for commercial items.

Answers to Technical Questions

1. What was the total value of the most recent dosimetry services contract for the NWI HCS (i.e., the predecessor contract to this requirement)?

The predecessor contract was a Firm Fixed Price contract with flawed pricing prompting this requirement to be resolicited as an Indefinite Delivery – Indefinite Quantity (IDIQ) contract.

2. What is the expected total number of program participants (badge wearers) across all three locations — Omaha (OVAMC), Lincoln (LVAMC), and Grand Island (GIVAMC)? The SOW references approximately 150 dosimeter badges; can you confirm whether this figure includes all badge types across all sites? There is a need for approximately 200 badges across all sites.

3. What is the expected number of Whole-Body dosimeters needed monthly?

4. What is the expected number of neutron-capable dosimeters needed monthly?

Zero, our current license scope does not require this type of monitoring.

5. What is the expected number of extremity rings needed monthly?

6. Is there an estimate of the number of unreturned dosimeters per month, based on historical experience? This information will assist in accurate pricing for replacement badges.

7. Are return postage-paid shipping labels required under this contract, or does the Government handle return shipping?

Yes, we require postage paid shipping labels

8. Is emergency dosimeter processing and analysis (within 24 hours of receipt) required under this contract? If so, should the cost of emergency processing be included in the monthly unit pricing, or priced as a separate line item?

Yes, emergency processing should be included as a separate line item

Statement of Work NWIHCS Imaging Radiation Dosimetry Contract

1. Background: Provide radiation safety badges (dosimeters) to NWIHCS employees who are exposed to radiation as a function of their employment, as well as environment monitors for specified areas of NWIHCS buildings that contain equipment which emits radiation.

2. Purpose of Project: To establish objective, technically defensible evaluation criteria for occupational radiation dosimetry services supporting a federal medical facility with extensive fluoroscopic, nuclear medicine, and research operations.

2.1. We currently order dosimeters through Landauer. We enter a 2237 to obligate the funds and then pay for them on a credit card out of FCP 023 when we are invoiced quarterly. We would like to streamline the ordering and invoicing process through the utilization of a contract.

3. Statement of Work

3.1. Description of Work: Contractor will provide dosimeters to all employees who are exposed to radiation as a function of their employment and for specified areas of the hospital requiring monitoring outlined by the Radiation Safety Officer. Frequency of monitoring will be quarterly or monthly as determined by Radiation Safety Officer and contractor will provide each monitor as ordered. Contractor will provide individual radiation dose reports from said dosimeters.

3.2. Schedule of Deliverables:

3.2.1. Period of Performance: 07/01/2026 – 07/01/2027

3.2.1.1. With option years 1, 2, 3, and 4

3.2.2. Description of Tasks and Associated Deliverables: Provide personal whole-body and extremity dosimetry badges as well as area monitoring badges and radiation dosimetry reports per Radiation Safety Officer weighted technical evaluation criteria.

3.2.3. Reports: Web-based portal availability to dosimetry reports.

3.3. Contractor Qualifications: Provide dosimeters meeting the regulatory rerequirements established in Title 10, of the Code of Federal Regulations, Part 20, “Standards for Protection against Radiation” (10 CFR Part 20) (Ref. 1), which requires licensees to determine and record occupational exposures to demonstrate compliance with dose limits for adults (including declared pregnant women), an embryo/fetus, and minors and to supply and direct the use of individual monitoring devices.

3.3.1. Hold current NVLAP accreditation for:

3.3.1.1. Whole-body dosimeters

3.3.1.2. Extremity dosimeters

3.3.2. Meet all applicable portions of:

3.3.2.1. ANSI N13 Series

3.3.2.2. ISO/IEC 62387 Standards

4. Evaluation and Award Factors:

4.1.1. Specialized skills, expertise, knowledge: Ability to detect and report as little as 1 millirem of radiation exposure, multi-element filter packs within OSL technology that allows for re-readability as well as discrimination of radiation energy and type (as explained in market research) and provide Multiple Employer Total Exposure Reports (METER).
