About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Department of Veterans Affairs. The amendment converts an existing indefinite quantity contract (IDIQ) into a Blanket Purchase Agreement (BPA) for radiopharmaceuticals at the Minneapolis VA Medical Center. Key financial terms include an estimated $1,500,000 per individual BPA order, with a total ceiling limit of $6,000,000 over the agreement period.

The solicitation (36C26326Q0003) has been amended, extending the offer deadline to 09-15-2025 at 12:00 CDT. The amendment removes specific IDIQ-related clauses and introduces new BPA-specific language, including provisions for order formatting, precedence of terms, and authorization procedures for task orders. The contract is administered by the Department of Veterans Affairs Network 23 Contracting Office, located in St. Paul, Minnesota, with the purpose of reducing administrative costs for acquiring radiopharmaceutical supplies.

The purpose of this amendment is to convert this indefinite quantity contract (IDIQ) into a blanket purchase agreement (BPA).

The following clauses are removed from this solicitation:

· FAR 52.216-18 Ordering (Aug 2020)

· FAR 52.216-19 Order Limitations (Oct 1995)

· FAR 52.216-22 Indefinite Quantity (Oct 1995)

The following language is now included in the solicitation:

B.4 BPA INTRODUCTION

The Department of Veterans Affairs (DVA) and (Vendor) hereby enter into a cooperative agreement, otherwise referred to as a Blanket Purchase Agreement (BPA), to further reduce the administrative costs of acquiring supplies.

B.5 AUTHORIZED LIMITS

The Government estimates, but does not guarantee, that individual BPA Orders placed against this Agreement may reach $1,500,000.00/per Order. This Order Limit may be increased by mutual agreement of the parties as necessary, in whole or part. The authorized Ceiling Limit of the Agreement is set at $6,000,000.00 over the period covered by the Agreement; this ceiling is also not a guarantee. The Ceiling Limit may also be raised in association with order Limit increases or other conditions which, by mutual agreement of the parties, maybe considered necessary. Authorization for individual Task Orders above the stated Task Order and/or Ceiling Limits must be coordinated through the Contracting Officer before larger valued orders can be issued and prior to commencement of work. All unauthorized work, regardless of amount, will be processed through the ratification process.

B.6 ORDER FORMAT

Orders will be placed against this BPA, each individual BPA Task/Delivery Order will describe the tasks, services and deliverables required.

B.7 PRECEDENCE

The Terms and conditions included in this BPA apply to all purchases made pursuant to it. In the event of an inconsistency between the provisions of this BPA and the Contractor's invoice, the provisions of this BPA will take precedence.
