About this file

This is a Sole Source Justification and Award Notice for a federal contract under FAR 13.5 Simplified Acquisition Procedures for Commercial Items. The Department of Veterans Affairs, VISN 23 Network Contracting Office, awarded a Base plus 4 Option Year Indefinite Delivery Indefinite Quantity (IDIQ) contract to Vektor Medical, Inc. (UEI: GFNVLXM3E847) located in San Diego, California, for the supply of Vektor vMap system VMDISP2 disposable Vkeys required to operate the vMap system already installed at the Minneapolis VA Health Care System. The contract was awarded on June 26, 2026, under solicitation number 36C26326Q0821 with award number 36C26326D0061. The requirement is for 320 disposable keys, with an anticipated contract value under $7.5 million.

The justification for sole source procurement is based on Vektor Medical being the only responsible source capable of supplying the proprietary disposable keys necessary for the existing vMap system. The contracting officer, Traci Johannes (traci.johannes@va.gov), determined that the anticipated cost would be fair and reasonable based on pricing consistency with San Diego VA purchases and historical pricing stability. Market research was conducted through VetBiz using NAICS code 334510, which returned 430 Service-Disabled Veteran-Owned Small Business (SDVOSB) results, but no alternative authorized distributors were identified. A Notice of Intent was posted to confirm the market research. The contracting office notes that future requirements will undergo market research to identify alternative authorized distributors and enable competition to the maximum extent practicable.
