About this file
This document is a Request for Quote (RFQ) Amendment for Engineering Plotters issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23. The amendment extends the receipt of offers deadline to September 12, 2025, at 17:00 CDT and addresses two vendor questions regarding the solicitation.
The key changes include clarifying acceptance of the HP XL 3800 Plotter as a replacement for the HP XL 3600 model, provided all required components are included. The amendment also clarifies the FedRAMP requirement, specifying it relates to VA cybersecurity and FISMA-related requirements for network-connected devices, not cloud services. The solicitation is for engineering plotters for the Black Hills Healthcare System and Fort Meade Healthcare System, with a focus on ensuring the selected printer meets specific network security and compliance standards.

The purpose of this amendment is to respond to vendor questions.
Vendor Questions in bold/VHA Responses in red Question 1. In our current research for the requested HP Plotter/ Printer, we've identified that the HP XL 3600 Plotter was released in 2018, and has since been replaced by HP XL 3800 Plotter model in 2023. We see that the HP XL 3800 Plotter is a comparable model and would meet your Technical Specifications outlined in the RFQ. In addition, the HP XL 3600 may encounter more difficulties passing the security review and authorization process, to be added to the VA network as the older Plotter model may no longer receive security patch updates and have exploitable vulnerabilities posing risks to the enterprise network. Would the HP XL 3800 Plotter be acceptable to submit or are the requirements specific for the HP XL 3600?
The 3800XL is acceptable provided all required components are provided with the printer to allow printing at delivery.
Question 2. The solicitation states that the "Plotter shall be in the process of FedRAMP approval or received FedRAMP approval." Based on our experience, FedRAMP authorization typically applies to cloud-based services such as Infrastructure as a Service (IaaS,) or Software as a Service (SaaS), rather than physical hardware like plotter devices. Could you please clarify whether this requirement refers specifically to FedRAMP authorization for a cloud-based component, associated with the plotter, or if the intent is to ensure the plotter's compliance with other VA cybersecurity, or FISMA-related requirements for network-connected devices?
The is to ensure the plotter's compliance with other VA cybersecurity and FISMA-related requirements for network-connected devices. We do not anticipate any cloud printing. The FedRAMP HP is currently applying for it and if approved help with the willingness of our IT to support the printer in all needed and potential future uses.
