Questions for Solicitation 36C26325Q0720
What is the strand count of the fiber?
Government Answer: 12 strand fiber
Can you provide photos and/or a map?
Government Answer: Photos provide on next pages.
Is the fiber single mode or multimode?
Government Answer: Single mode
Does the fiber need to be spliced in one location or 2?
Government Answer: One Location
It appears a quazite box needs to be placed. Is this in hard surface or soft surface?
Government Answer: The box is placed into the soil
What size Quazite HandHole is required?
Government Answer: 24”x36” (WxD) approximately 2 feet in depth.
Is the fiber cut located in a grass area, or in a paved (concrete/asphalt) area?
Government Answer: Grass
Certification Requirements: There is not a requirement for the fiber repair, installation, termination, and testing, to be overseen by an RCDD (Registered Communications Distribution
Designer) prior to submission to the Contracting Officer. An RCDD ensures compliance with codes and industry standards and optimizes system performance of cabling and communications systems.
• Please confirm if an RCDD will be added as a requirement to ensure standards, compliance, and allow a detailed review by the ISO (Information Security Officer) prior to deployment and installation.
Government Answer: The Department of Veteran Affairs Telecommunication and Special
Telecommunications System Design Manual requires “Telecommunications design must be performed and stamped by a BICSI® Registered Communications Distribution Designer
(RCDD®) for all projects.” It does not require RCDD Certification for pulling and terminating fiber. The Contracting Officer has determined that requiring RCDD Certification would unnecessarily limit competition for this procurement.
The government technical experts will review and certify the installation prior to being accepted.
What type of connectors or end terminations currently exist on the damaged fiber?
Government Answer: At the location of the ‘cut’, the fiber line had no terminations or connections (except in the quazite boxes). The ground boxes (Quazite Boxes) are required at every termination/connection. The solution to the cut line, is to add one of these boxes to create a junction for service-accessible connections.
Can you please specify the exact fiber type (e.g., OS1, OS2)?
Government Answer: It is OS2 Single-Mode
Are we to install new fiber in addition to the existing line, or is the objective to locate and repair the damaged section?
Government Answer: New Fiber is required
Is the intention to perform directional boring to intercept the current conduit and install a new handhole as shown in the photos?
Government Answer: By locating the current conduit, boring should not be necessary.
