a. "R100 3.04 H - H. If there is a potential for conflict of interest because of a single agent (broker?)representing multiple owners (lessor?), present evidence that the agent disclosed the multiple representation to each entity and has authorization from each ownership entity offering in response to this RLP package. Owners and agents in conflicting interest situations are advised to exercise due diligence with regard to ethics, independent pricing, and Government procurement integrity requirements. In such cases, the Government reserves the right to negotiate with the owner directly. " ANSWER: Correct this is pertaining to a broker representing 2 or more lessors bidding on same contract.
b. Window locks, CCTV, Security, and Duress System - To be performed under BSAC pricing, per the security Exhibit I Security Unit Price List FSL II.
ANSWER: Correct and Exhibit I can be initialed and left blank as its simply a reference document on what BSAC allowance would cover.

ANSWER: Not needed.
8. Is the Phase I Environmental Site Assessment (ESA) noted in Section 2.11 of the R100 required at time of lease proposal?
ANSWER: The VA Environmental Adviser will review the proposed site to determine whether a
CATEX to NEPA requirements applies. When a CATEX applies, then an EIS or EAS is not necessary. This is done as part of the technical board’s evaluation of proposals.
If a CATEX doesn’t apply to the proposed site, then the Environmental Adviser usually requests additional information in the form of an EIS / ESA for NEPA compliance.
Be prepared to complete the necessary studies and/or assessments upon direction by the LCO after proposal submission. If there are any existing EIS, EAS or NEPA compliance information for the site; this is to be sent with your initial proposal.
