QUESTIONS AND ANSWERS
1 - Referencing candidate documentation: Currently, the evaluation factors cite items that candidates are unlikely to have readily available (such as case lists for the last three years and letters of reference). However, these items are not specifically requested to be provided under the instructions.
• Can the VA please confirm if these items are optional for proposal submission?
• If not, would the government please consider extending the proposal to allow offerors additional time to obtain the requested documentation in order to maximize competition of qualified offerors?
Answer: Instructions are required. RFP has been extended closes on 08-02-2024, 11AM
CST.
2 - Page 81, Section (f) 1 states “Copies of all licenses, certifications, to include primary source verification of all licensed and certified staff”. Since Primary Source verification is usually a process that is completed during the credentialing period upon contract award, will the
Government consider removing this requirement for proposal submission?
Answer: Instructions are required.
3 - Page 81, Part 2.4. states “Provide a list of three (3) professional references”. Will the
Government clarify if these professional references should be references for the Offeror
(company)? If so, should these references be other than what the Offeror lists in the past performance section?
Answer: Professional references are for the candidates presented.
4 - Page 87, first sentence states “Provide three professional written letters of reference.”. Will the Government clarify if these references should be for the CRNA candidates?
Answer: Professional references are for the candidates presented.
5 - Page 82, Part 3.c states “Complete the necessary fill-ins and certifications in the Contract
Clauses section.”
Answer: Disregard request.
6 - The Contract Clauses (Section C) spans pages 48 – 70. There are no fill-ins between these pages. Will the Government clarify the specific fill-ins required in the Contract Clauses section?
Answer: Disregard request.
7 - Page 82, Part 3.c states “Representations and Instructions section shall be returned in its entirety.”
Answer: Disregard request.
8 - Section 2, Qualifications: This section does not state the amount (years) of experience
CRNA candidates must possess. Will the Government clarify if new graduate CRNAs are acceptable?
Answer: Years experience: preferred - 3; no new graduates. Specific experience required in all case types for which candidate may encounter, including but not limited to cardiac, thoracic, neurosurgery, radiology, GI lab, ENT, robotic, orthopedics, vascular, gynecology, and urology.
9 - Section 3.1, Work Schedule: We understand that, in general, CRNAs at the Minneapolis
VAHCS participate in the on-call schedule. Can the Government confirm that the CRNAs for this contract will not participate in the on-call rotation, and instead work M-F with the exception of
Federal Holidays?
Answer: No call, no weekends, no holidays
10 - Section 4.6.4 Performance Metrics - How will the "acceptable quality level" be measured and what specific metrics or benchmarks will be used for the evaluations mentioned in Section
4.6.4 (Performance Standards)?
Answer: Performance metrics: clinical competence in all specialty cases and anesthetics, adherence to facility and anesthesia section policies, achieve >80% of all quality metrics (defined annually).
11 - Section 4.6.4.3 – Patient Safety Incidents - In Section 4.6.4.3, it is mentioned that patient safety incidents must be reported within 24 hours. Can we get more details on the reporting process and if there are any specific forms or systems to use?
Answer: Patient Safety Reporting: All safety events and near miss events are required to be reported within 24 hours to the Anesthesia Section Chief, Chief CRNA, quality assurance report/form, and in the Joint Patient Safety Reporting System (electronic system).
12 - Section 3.1.1 - Schedules are provided two months in advance. Who completes the schedule? The government or the contractor?
Answer: Schedules are created by the anesthesia section scheduler and Chief CRNA.
