Questions and Answers

1. Will the Government accept a best offer bid with service time recommendations? Not sure what you mean by this, please clarify. The intent is to award a FFP contract with option years. Contract NTE 5 total years if all options are exercised.

1. How many drivers/vehicles are currently used to service the current contract? 11, one per drop/pickup location (how to plan for backup for couriers on sick/vacation leave vehicle trouble etc. is up the contractor) Our main goal is to ensure the transportation of the specimens each day on time so the labs can do their work.

1. What is the vehicle size currently servicing this location? There is no standard size amongst the vehicles, all of the vehicles are able transport multiple bags from the sizes listed in the SOW.

1. How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily? The size varies by day/pickup but will normally not exceed 2 of the large bags (24 x 16.5 x 12) or 2 of the bags with wheels 15.5 x 9.5 x 22) Typically transports are 1 bag of one of the sizes listed in the sow.

1. Please clarify if the government will require the vendor to provide equipment (coolers, totes, locks, and temperature logs). Additional Equipment is not required to be provided as all of the specimens are in the bags/totes VA provides, however please list in the proposal if you intend to provide any additional equipment for added benefit/security/temperature control.

1. What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any? Outside of weather issues/ facility issues (one recently had a water main break causing a no dropoff/pickup that day) or emergencies causing a cancellation of the transport, the anticipated number of pickups/drop off’s is daily for each location.

1. Regarding specific employees information: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. However, we will be forwarding our standard Training Certificates-Procedures for your reference, is this information acceptable? This would be acceptable to me as long as your proposal indicates how you intend to adhere to/provide the required training certificates/vehicles/background information once you have the employees hired. The Government understands it would not be practicable to hire employees before being awarded a contract.
