STATEMENT OF WORK

Minneapolis Veteran Affairs Health Care System “Replace Fire Rated Doors”

1. Introduction:

a. There are 32 fire rated doors and 3 non-rated doors that need to be replaced throughout the Minneapolis Minnesota Veteran Affairs Medical Center. These are a combination of wood and hollow metal doors. Each door must meet the fire rating for that room or area that is identified in the table below.

b. One on site assessment is authorized to evaluate the work to be performed and provide the most accurate price quote. Assessment must be completed prior to the closing date of the solicitation.

c. Contract will be awarded as a “firm-fixed” price contract.

2. Objectives:

a. Safely perform all items outlined in the Statement of Work. Perform all work with minimum impact to patient care.

a. Contractor will need to perform their own measuring of each opening to determine correct door size and determine handing of each door. VA staff will not perform measuring for the contractor. The VA will not incur additional expenses for miscalculating materials and/or labor.

b. Contractor shall supply all tools, labor, and materials to replace all doors listed in table above.

c. See table for additional items identified to be added for each door: lite kit, lockset, kick plate, door closer, etc. Reuse lock sets and door closers were indicated in table.

d. Work that will create excessive noise or vibration will need to be conducted after normal business hours. Normal hours identified as 7:00 am – 5:00pm

e. All newly installed doors will swing without binding or rubbing. Locks will latch properly in the strike plate. Door surface will be flush with door frame without excessive gaps.

f. Locks will function properly. Rim cylinders will accept 7 pin cores and meet Small Format Interchangeable Core (SFIC) specifications.

g. MVAHCS will provide and install SFIC Cores after doors and locks have been installed.

h. The color and sheen of door finishes will match the finish of the door being replaced.

i. Each door must display the proper fire rating identification plate on the hinge side of each door.

j. Door closers will close and latch each door unassisted with in the time limits set forth in NFPA 80. Reuse door closers where indicated.

k. Old doors and materials can be disposed in dumpsters provided by the Minneapolis VA. Metal items will be placed in “scrap metal” dumpster and wood materials will be placed in “scrap wood” dumpster.

l. Work needs to be completed within 180 days of “Notice to Proceed”.

4. Working hours:

a. Anticipated hours of work will be Monday through Friday from 12 pm – 5:00 am. Additional hours must be coordinated through the COR. Work will not be performed on weekends or federal holidays.

6. Safety:

a. Contractor is responsible for maintaining a safe working environment for their employees as well as the MVAHACS Staff. Work areas will be kept cleaned throughout the day and all trash and demolished materials properly disposed of daily.

b. Appropriate Personnel Protective Equipment will be worn while performing work on the VA Campus.

7. Security:

a. Contract personnel need to obtain a vendor’s badge form VA Security located at the outpatient entrance security desk. A valid government issued form of identification will be required to receive a badge. A charge of $25 will be assessed for any badges that are not returned at the completion of the project

b. Contractor’s Technicians are required to check in with the COR upon arrival at facility to obtain access and any additional instructions, task explanations and project location information. Daily performance log sheets are required to be submitted to the CO and COR daily.

8. Parking/Storage:

a. Parking is available in parking lots 11, 43A and 43B for vehicles (automobiles and Pickup trucks). Larger vehicles, equipment, job site trailers or storage containers must utilize parking lot 43A only. Contractor’s contact information (name and phone number) is required to be displayed on all vehicles, equipment, trailers or containers that are stored overnight at the MVAHCS. Dropping off tools and materials at the loading dock is permitted but no parking is allowed in the loading dock area. Unattended vehicles in unauthorized parking areas will be ticketed by MVAHCS Police.

Before responding please carefully read and consider the following:

Replace Fire Rated Doors for the Minneapolis VA Medical System. This is a Sources Sought Announcement Only and no solicitation is currently available. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to this Sources Sought Notice, a solicitation announcement may be posted. A response to this Sources Sought Notice is not an adequate reply to a potentially forthcoming solicitation.

All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. Furthermore, the Government reserves the right to cancel this requirement at its discretion. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government.

The applicable North American Industry Classification System (NAICS) Code is 332321, Metal Window and Door Manufacturing, size standard is 750 employees. NOTE: Please ensure that the System for Award Management (SAM) indicates this NAICS code if you are interested in the requirement.

As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, “At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.” See FAR 52.219-14 and FAR 52.219-27 available in full text at https://www.acquisition.gov/far/part-52
