Traci Johannes Contracting Officer Questions Concerning Solicitation:

36C26324Q0960: Annual Boiler Inspection Fort Meade VA Medical Clinic

1. Question: Do the facilities need to have the DA tanks and condensate tanks inspected as well?

A: The Black Hills Healthcare System does have DA tanks in the plants, that feed the boilers. Fort Meade and Hot Springs staff conduct the annual, on the DA tank and auxiliary equipment. No outside testing is required.

2. Question: Will both sites be ready at the same time for inspections so we can keep the travel and mobilization costs down? Or should we price out separate trips for each site? If you answer same trips and one site is not ready, will we be reimbursed for the extra trips incurred?

A: With our N+1 requirements for providing steam for the facility, this will require a minimum of 3 different testing dates. I believe that coordination between sites for same day visits, for 1 boiler/ 2 boiler inspections, should be achievable.

3. Question: Will all the inspections need to be completed in August and September 2024? The solicitation states inspections needed June/July and August/September 2024?

A: Our limitation is not doing these in the winter months. Fall months would be acceptable, for the first year.

4. Question: B.2 PRICE/COST SCHEDULE – ITEM 0001 requests pricing for Annual Boiler Testing. Please confirm that the scope of work for ITEM 0001 is annual boiler inspections for each listed boiler?

A: Yes, the Item 0001 it includes inspection on all 7 boilers. I don’t have a problem if the invoicing is grouped together after each of the three visits, that will require to do the inspections, with an itemized invoice.

5. Question: What is unit availability for inspection? How many boilers can be inspected on each trip?

A: We can do one boiler at each location per visit, and one of the visits do 2 in Hot Springs.

6. Question: Will the hospital staff provide the confined entry attendant (hole watch)?

A: VA has always provided the competent person in the past for the confined space entry permit.

7. Question: For each boiler, please provide manufacturer’s model number.

A: The boilers do not all have model numbers but the ones we can find. CEW-101-500-200ST on a Cleaver Brooks.

8. Question: For each boiler, please provide rated capacity (boiler horsepower or pounds steam per hour at what operating pressure).

A: 500hp, 500hp, 600hp, 435 hp, 500 hp, 500hp 124hp Both plants run at 100 psi operating

9. Question For each boiler, please provide maximum allowable working pressure?

A: 150psi, 150psi, 270 psi, 200psi, 150 psi, 150 psi, and 150 psi.

10. Question: For each boiler, please provide year built.

A: 1957, 1957, 1967, 2011, 1974, 1974

11. Question: For each boiler, please provide the National Board Number.

A: Most of them don’t have NBN.

12. Question: For each boiler, please provide the boiler data sheet(s) from the Installation Operation and Maintenance Manual.

A: Information not provided.

13. Question: For each boiler, please provide the Form P-2 or P-3 Manufacturer’s Data Report.

A: Information not provided.

14. Question: For each boiler, please provide manway dimensions.

A: The smallest of the manways is a smallest being 11”x15.25” is a mud drum.
