About this file

This document is a Single Source Justification for a Simplified Acquisition Procedures (SAP) award under the Simplified Acquisition Threshold (SAT). It describes the requirement for replacement parts for the Weight-Based Inventory Management System (WBIS) at the Black Hills VA Health Care System in Hot Springs, SD, which was damaged in a warehouse fire. The total estimated value is not provided. The parts are sole source as they are direct replacements for an existing SDVOSB contract (36C26322C0122) that had a previously approved Justification and Approval (J&A). Minimal market research was conducted. The requirement was verbally awarded on 3/20/2024 to SDV OFFICE SYSTEMS LLC DBA SDV MEDICAL. The related federal contract opportunity is for a one-time purchase of the required replacement WBIS equipment, with delivery to the Hot Springs VA Warehouse. The total value of the award to SDV OFFICE SYSTEMS LLC was $25,131.67, with a contract award date of 5/8/2024.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Black Hills VA Health Care System has a need for replacement parts for the Weight-Based Inventory Management System (WBIS) that were damaged/destroyed in a warehouse fire in December 2023.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

These items are direct replacement parts for items already purchased for contract 36C26322C0122 that had an approved J&A. The replacement parts are PAR-EX per the original J&A.

4. Description of market research conducted and results or statement why it was not conducted:

Minimal market research was conducted due to the sole source replacement nature of this requirement. NAICS code 541990 was utilized in VetCert (2848), FPDS (478,784) and SBA (MISC NUMBERS). No keywords were utilized in the market research. This requirement is for replacement items from SDVOSB sole source award (36C26322C0122) that were damaged in a warehouse fire.

This requirement was verbally awarded 3/20/2024 to SDV OFFICE SYSTEMS LLC DBA SDV MEDICAL.

Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
