The services are for landscaping projects at the Omaha VA Medical Center campus, including transplanting hostas and trees, burying sprinkler lines with sod or seeding, and a weed, feed, and pest control program. The response deadline remains September 14, 2023 at 3:00 PM Central Time. The Department of Veterans Affairs Veterans Health Administration VISN 23 is the contracting agency.

Solicitation 36C26323Q0883 Amendment 0001 - Questions, Answers, and Clarifications
Note: Some potential offerors had the same, or nearly the same questions. All questions were read and considered, and if there were several of the same questions, the VA elected to answer them all in one answer, summarized as a Clarification.
Clarification 1: See Section B.2 Invoices. The language in the Solicitation is incorrect.
The VA will allow the Contractor to invoice for and receive monthly progress payments for services work completed and accepted by the VA Technical Representative. Draft invoices shall be submitted via e-mail at the end of each calendar month, for services work performed the previous month. After the VA Technical Representative approves the draft invoice, the Contractor may submit the invoice to the Tungsten Network. The successful offeror must be registered with the Tungsten Network in order to receive payments. See Section B.4 Government Invoice Address.
Clarification 2: See Page 48 of 67, last paragraph on the page, under the section titled Questions. This paragraph was inadvertently not double-spaced from the paragraph preceding it, or bolded, and therefore may not be as prominent as other important requirements that were separated and bolded in the E.3 Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services section. The paragraph states that “Offerors shall submit along with their quote information (i.e., Capability Statement, past performance, etc.) to be used to evaluate the offeror’s quote in accordance with FAR Provision 52.212-2 Evaluation – Commercial Items.”
Your pricing, along with both your Technical Capability and Past Performance, must be substantiated in order for your quote to be evaluated by VA under the Lowest Price Technically Acceptable evaluation process.
Clarification 3: As an SDVOSB prime contractor you can subcontract (or Team) with any entity despite their business classification, as our contract is with you (You can also rely on the subcontractor’s capabilities and past performance in our evaluation of your quote). However, there are Limits on Subcontracting as follows:
Clarification 4: There are six (6) “TBD” (To Be Determined) references throughout the SOW. These are items that VA does not have a pre-determined quantity, variety, color or measurement for at this time. It is anticipated that VA and the Contractor will determine these at a later date after the project has been awarded. Some of the TBD items are very minor and would not have much, if any effect, on an Offerors Quote (i.e.
color, variety). For the Hosta quantity in ACC North Side project, assume 20 Hosta transplants for purposes of developing your Quote. For the Bury ACC Sprinkler Lines project, assume 500 feet of buried lines and assume 500 square feet of sod or seed coverage/mulch for purposes of developing your Quote.
Question 1: Do you have a Bidders List for this Solicitation?
Government’s Answer: You need to be signed-up in SAM.gov to see the Interested Vendors List. The VA does not maintain an Interested Parties List; however, if interested vendors have voluntarily added their information to the list for this solicitation, it will be public and available to anyone.
Questions 2: Will the VA offer additional Site Visits?
Government’s Answer: No, the one (1) and only Site Visit was held on 9/8/2023.
Questions 3: ACC North Turf has a requirement for shady trees and the type and quantity were not identified. Is there going to be an amendment for this information?
Government’s Answer: On page 7 it does state the quantity in two (2) places as “three
(3) shade trees” and as “Shade trees 2-2.5’ = 3ea” The variety to be determined by the Contractor and approved by VA. See Clarification 4 above.
Questions 4: ACC North Side does not identify the quantity of Hosta plants to be transplanted. Has the quantity been identified?
Government’s Answer: See Clarification 4 above.
Questions 5: Bury ACC Sprinkler Lines - it identifies both sod and seeding and with the seeding it includes mulch. Should both be included in the bid?
Government’s Answer: Omaha VA is OK with the Contractor doing it either way, sod or seed; but if seeded, then mulch is required. Also see Clarification 4 above for square footage.
Questions 6: Is there a preferred lawn/service maintenance schedule (bi-weekly;
etc.)?
Government’s Answer: See pages 8 and 9 of 67 Statement of Work. The “Weed, Feed and Pest Control Program” is adequately explained in this section of the SOW.
Questions 7: With respect to the “Weed, Feed and Pest Control Program” what is the approximate acreage of the Omaha VA Campus?
Government’s Answer: Recommend that you take a look at the Omaha VA campus on Google maps or similar website. There are many buildings, roads, parking lots and other hardscape areas on the campus and so the remaining green spaces are not all that large. Also, not all green space areas will get some or all of the “Weed, Feed and Pest Control Program.” If you did not attend the Site Visit and walk the grounds to get a feel for the size, you will have to estimate the size.
