Questions, Answers, and Clarif ication

1. The scope of work seems to request repair work be handled two different ways. Is it the VA’s expectation that cost for repair of rated openings be included as part of this submission or quoted individually when they are identified?

Answer: The Contractor is expected to identify needed repairs, provide a quote for such repairs, provide a comparison cost (e.g. previously awarded federal contract for the same or similar services), and a bilateral modification would be signed by both parties to move forward with the agreed-upon repairs.

2. Is the VA expecting an estimate of door and frame repairs to be submitted as part of this solicitation?

Answer: The Contractor is expected to identify needed repairs, provide a quote for such repairs, provide a comparison cost (e.g. previously awarded federal contract for the same or similar services), and a bilateral modification would be signed by both parties to move forward with the agreed-upon repairs.

3. Regarding the requested labeling service, is the VA aware of how many of the required doors are component-based systems and how many are unit-based systems?

Answer: Please see the attached drawings.

4. Section XII “Repairs” refers to a cited amount for repair in section B.2. However, we don’t see any amounts listed in the referenced section. Can you please provide clarif ication?

Answer: The Contractor will submit amounts in section B.2. If the Contractor expects to exceed the amount already allocated in a particular CLIN, a modification would need to be awarded before the Contractor would be authorized to move forward with such repairs.

5. Section B.3-II: Will the government provide additional funds to perform Fire/Smoke Door Labeling? How can the number of openings needing labels be included in the inspection pricing as they would be totally unknown until after the inspection?

Answer: The VA expectation is that the labeling services will be included in the quoted pricing. The VA is seeking a contractor with knowledge of labeling of f ire doors.

6. Offerors must complete, sign, and return section C.6 (see page 27 of the Solicitation).

7. The following factors shall be used to evaluate offers for comparative evaluations.

Factors:

1. The offeror/contractor must be qualif ied to provide the required services by meeting the following:

a. A minimum of 2 years’ experience performing fire door inspections.

b. Trained/certif ied in NFPA 80 (Fire Door Inspection for Health Care Facilities), and

c. Past performance (e.g. no recorded terminations for cause)

2. Documentation of qualif ications must be provided along with the offeror’s quote.

FAILURE TO SUBMIT ANY OF THE REQUIRED INFORMATION, STATEMENTS, OR

CERTIFICATIONS MAY RESULT IN REJECTION OF THE QUOTE WITHOUT

FURTHER CONSIDERATION FOR AWARD.
