Solicitation 36C26323Q0681 Questions and Answers
Q: How long does it normally take to process a new candidate at your location?
A: Between 15 and 30 days for credentialing process.
Q: How frequent is the ON CALL taken by the contract personnel?
A: 1 time every 2 weeks and 1 weekend every 2 mo. See Attachment 2-Revised PWS Section 3.1.7.2
Q: Will there be a separate CLIN assigned for the On Call or Call Back or, should this rate be inclusive of the hourly bill rate to the VA?
A: The Schedule has been amended to provide Line Item 00002 “On Call Pager Time” and Line Item 0003 “Call- Back Hours. See Attachment 3-B.3 Revised Pricing Schedule.
Q: Will an extended/resolicited contract be solicited after the period of performance?
A: Future requirements for services of this nature will be determined by the Government as necessary.
Q: Is there an Incumbent(s) A: This is a new Contract requirement. There are no incumbents(s).
Q: Does the government require same-day replacement of RNs unable to complete a shift (ref: 2.9.4) or is the contractor required to provide a replacement when an RN misses three consecutive workdays (ref: 2.9.5.2)?
A: 2.9.4 has been edited so as not to imply “same-day replacement of RNs unable to complete shift”. Only to describe to the contractor under what circumstances they will be responsible for providing coverage for Contractor personnel vacancies. Section 2.9.5.1 – 4 go on to describe the how and when in providing substitutions of Key Personnel. See Attachment 2 OR NURSES PWS
Q: Please clarify period of performance. The solicitation references 7/1/23 – 6/30/24 (ref: SF 1449) and 7/10/23 – 7/9/2024 (ref: page 44-45).
A: The Period of Performance for this contract will be 12 months from date of award. Currently, the Government anticipates award on or about 7/18/2023.
Q: Will the evaluation committee accept a CPARS for past performance?
A: CPARS Evaluations are an acceptable indication of Past Performance.
Q: Must the agency already be “licensed” to work in MN or is that not applicable because it is a federal facility?
A: Nurses must be licensed in Minnesota to work in MN.
Q: May we bill an overtime bill rate for hours our nurses work over 40 in a work week ?
A: No overtime hours may be billed. CLIN 0003 "Call Back" is added for additional hours worked to be billed from.
Q: Under time and attendance lists “Acceptable Quality Level: Contractor’s RN(s) is on-time and available to perform services 100% of the time” would the VA consider 95% of the time to account for potential delays due to weather conditions for example?
A: Given the critical nature of timeliness for surgeries and procedures, 100% will remain the required performance standard.
