Questions and Answers

1. Question: What was the previous award amount? What was the cost of the final full option year of the previous contract? Can you provide the contract number for the current contract in place, the period of performance, total award amount, and name of the contractor?

Response: This information can be found on FPDS.

2. Question: Based on the CLIN structure in Section B.2 and the SOW Pickup/Destination locations. Is the intent of the Government to request a quote from point A to point B for each CLIN? Without delivery route consolidation? The cost/price has a very substantial cost/price difference using Delivery Route total mileage vs Point to Point total mileage? Also, based on the question above this would determine the amount of FTE (Full Time Employees) needed to accomplish the Point to Point as stated above within time frames indicated vs the amount of FTE to complete a delivery route within the time frames stated.

Point to Point Example: Driver 1 - A to B, Total miles = 200, (200 × .10) = $20.00

Driver 2 - C to B, Total miles = 300, (300 × .10) = $30.00

Grand Total: $50.00

Delivery Route Example: Driver 1 - A, C, B Total miles = 250, (250 × .10) = $25.00

Grand Total: $25.00

Point to Point vs Delivery Route cost/price comparison - PtoP is twice the rate of the delivery route rate based on the total mileage.

Response: The contractor can consolidate routes.

3. Question: From the way the contract is worded I am confused on where the driver’s start at? Do they start at the VA and end at the VA or is it starting at the CBOC’s ending at the CBOC’s?

Response: The drivers go to the CBOCs to pick up samples and end with delivery at the Des Moines VA.

4. Question: How many drivers/vehicles are currently used to service the current contract?

Response: 3 drivers handle the routes to the CBOCs with personal vehicles. 2 drivers split the South Side Clinic routes with personal vehicles, but I believe 1 of these also does CBOC pickups as well.

5. Question: What vehicles are being utilized now?

Response: Personal vehicles.

6. Question: Are all the clinics listed in this contract operational currently?

Response: Yes.

7. Question: This contract requires TMS 10203 HIPPA Training. Should this training be included with the quote, or will this be required after the contract is awarded?

Response: Required after the contract is awarded.

8. Question: What is the vehicle size currently servicing this location?

Response: I do not know the size of each driver’s car. However, specimen coolers can fit on a seat of a car.

9. Question: What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any?

Response: Per the Statement of Work, it is approximately 260 estimated annual trips for each CBOC and 676 estimated annual trips for the South Side Clinic.

10. Question: Do you accept CPARs evaluations as additional Past Performance information?

Response: Please review FAR Clause 52.212-2 in the solicitation, this requirement is being evaluated on Price Alone.

11. Question: Regarding specific employees’ information, it is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. However, we will be forwarding our standard Training Certificates-Procedures for your reference, is this information acceptable?

Response: Yes, however the evaluation criteria for this requirement is Price Alone.

12. Question: Please confirm that the daily routine is to pick up at the CBOCs or Annex and deliver the coolers to the VAMC and pick up the empty coolers for delivery the next day to the CBOCs and Annex.

Response: Yes.

13. Question: Will on-call deliveries and STAT deliveries be required for the contract?

Response: No.

14. Question: Are personal passenger cars acceptable vehicles?

Response: Yes.

15. Question: Will frozen specimens be packed with dry ice?

Response: There are no frozen specimens.

16. Question: Are any of the pick-up locations that are listed scheduled to be closed or relocated during the contract?

Response: Yes, Marshalltown is expected to open in Summer 2024. Here is the address –

201 E MERLE HIBBS BLVD

MARSHALLTOWN, IA 50158

Ames will be a possible addition in the next 2 years.

17. Question: At any time will the contractor be responsible for transporting any narcotics?

Response: No.

18. Question: Has the current contract gone to full term (base and all option years fully executed)? If not, why was the contract terminated early?

Response: Yes.
