Questions and Responses
What follows are questions sent to the Contracting Officer regarding the solicitation with the Contracting Officer’s answers:
1. Question: If we dedicated one mobile MRI system to cover Lincoln and Grand Island; could the schedule be amended to have services (2) days a week in 1st location and (2-3) days a week in 2nd location?
Answer: The current days of the week are preferred, but alternate schedules may be considered. Please note that scheduling must be finalized 30 days in advance so the schedule needs to not only work with the program office in terms of availability but also must be reliable and planned out well in advance.
2. Question: Would you allow a system to be parked at each site and our technologist travel between the two locations?
Answer: Placement of two mobile sites to stay continuously on site will not be considered.
3. Question: The number of MRI is 725 over 12 months for each site. This is about 14 exams per week for each site. In an 9 hour day our company performs 16 exams per day at other VA facilities. The solicitation request 3 days a week for one site to do 14 exams a week and 2 days for the other site to perform 14 exams per week. It would be more appropriate to use a FEE PER DAY MODEL or if FEE PER SCAN is required then only scan 1 day per week. This would make this much more cost effective. As of now the fee per scan charge based on the scenario illustrated by the solicitation, would be around $575/exam.
Answer: We currently have studies accomplished at a much lower rate than this; switching to a one day a week basis creates an increased risk for a backlog to develop should that one day need to be canceled (for instance due to inclement weather- snowstorms, etc.). We will not be able to consider proposals only covering one day a week per site per your suggestion.
4. Question: Can the hours operate to where 1 Mobile MRI unit can fill both sites ( 3 days such as MTW at one site and Th, F at the other)? The current listed schedule requires 2 units because both sites operate Monday and Tuesday. This makes it much more expensive to operate, requires twice as many people, and twice as many carbon admissions. (see 3. VA Hours...)
Answer: Per the answer to Question #1 above- yes, which days of the week are scheduled is negotiable. The main issue that must be preserved is a predictable schedule planned 30 days in advance and with the number of days listed. So yes, potentially this could be procured with 1 MRI unit.
5. Question: PWS 2.1.1 – MRI Scanner System – we were fairly confident this would be spec’d as a mobile GE Voyager wide bore MRI, the equipment description is the same as several prior awards and the 8ch equipment spec’d is at or close to end of OEM service life, and with a 5 year term this is worrisome, there will be no uptime or parts guarantees from the OEM, please advise.
Answer: The equipment used should meet the minimum requirements outlined in the PWS. It does not need to be a specific brand name machine, it just needs to be able to accomplish the things delineated.
6. Question: PWS 2.1.1 – Accessory Equipment – should it read like this?: “Accessory Equipment:
Contractor shall ensure DICOM compatibility, while also providing new hardware and software upgrades as required, to ensure ability to read MRI images and export JPEG and MPEG files.”
Answer: PWS 2.1.1 is correct as currently listed. Questioner is correct that DICOM compatibility is required- this is covered in the following paragraph of the PWS titled Telecommunications.
7. Question: PWS 4.1 – discussion previously about MRI tech requirements, does the technologist need ARRT (MR) certification?
Answer: This certification is required.
8. Question: PWS 1.2 – Place of performance address for Lincoln VA should be 420 Victory Park Drive, correct?
Answer: You are right- the PWS 1.2 listed address for Lincoln should be 420 Victory Park Drive, Lincoln, NE 68510.
9. Question: PWS 1.3 – What is the actual period of performance?
Answer: period of performance listed in the PWS is incorrect. Please see the Schedule of Services at B.2 to see the correct period of performance, which is:
Base: 01 October to 30 June 2023.
Four option periods of one year each available. Final potential expiration date is therefore 30 June 2027.
10. Question: Bid marked unrestricted in Box 10, but Box 20 indicates that it is an SDVOSB opportunity.
Answer: Box 10 should be marked as an SDVOSB/VOSB set aside. The amendment that issues these questions and answers corrects this.
